Federal officials announced final water cuts of 21 percent over two years for California, Nevada and Arizona from the Colorado River on August 21.
The reductions aim to stabilise the river system as drought and long-term overuse continue to lower reservoir levels. Arizona said it may challenge the decision in court.
The Colorado River supplies water to about 40 million people and large agricultural areas across seven states and Mexico. Lake Mead and Lake Powell have remained near historic lows for years.
Earlier temporary agreements had already reduced deliveries. The new federal plan locks in deeper cuts for 2026 and 2027. Farmers and cities in the lower basin will need to find alternative sources or further reduce consumption.
