European Commission Approves €6.1 Billion Defence Package for Ukraine

The European Commission approved €6.1 billion in new defence procurement for Ukraine on Monday, the same day the country marked its Independence Day.

Commission President Ursula von der Leyen said the package will supply air and missile defence systems, missiles, ammunition and radars. Europe stands with Ukraine and will deliver what it needs, when it needs it, she stated.

The money forms part of the €90 billion Ukraine Support Loan established earlier this year. Of that total, €60 billion is earmarked for defence across 2026 and 2027, with €28.3 billion allocated for this year.

Today’s approval adds to €16 billion in previously approved procurement plans, of which €8.35 billion has already been disbursed. Most of the new contracts will go to companies within the EU defence industrial base.

The Commission cited 376 missile strikes recorded against Ukraine in July as the immediate backdrop. Russian attacks have intensified, placing greater pressure on Ukraine’s air defences.

Ukraine can request payments by submitting signed contracts with defence suppliers. The mechanism is designed to speed delivery while maintaining accountability.

Western and EU leaders gathered in Kyiv over the weekend ahead of the Independence Day commemorations and a meeting of the coalition of the willing. The new package forms part of the concrete support those leaders have pledged.

Norway separately announced it will maintain its 2027 financial assistance to Ukraine at the same level as 2026, equivalent to roughly $9.2 billion.

The combination of European procurement funding and bilateral commitments keeps a steady flow of equipment and money into Ukraine’s defence effort. Whether the scale matches the intensity of Russian strikes remains a practical question that will be measured in the months ahead.
