The Congress on Saturday named Pargat Singh as president of its Punjab unit, hours after Amarinder Singh Raja Warring handed his resignation to Rahul Gandhi. Warring had held the job for more than four years. The change lands months before an assembly election due early in 2027. Pargat Singh is a former captain of the Indian hockey team and the MLA from Jalandhar Cantonment. The appointment is with immediate effect.
Warring met Gandhi in New Delhi on Friday, 2 October, and gave him the letter in person. He told reporters he had discussed the state's challenges and where the party's strength lay, thanked Gandhi for making him state chief in difficult years, and said he was ready to serve when asked. He also said nobody had asked him to resign. He had decided the situation had come to a head, and he had offered the letter himself. After the meeting he said Gandhi hugged him. In a later remark he pointed somewhere else: "Maybe Sachin Pilot felt that it was not appropriate for me to continue as PCC president. Channi Sahib has won."
That last sentence is the factional map. Charanjit Singh Channi, the former chief minister, leads one camp. Warring led another. The Channi camp had pressed for Warring's removal. In September the party replaced Bhupesh Baghel with Sachin Pilot as the general secretary in charge of Punjab. Baghel had spent weeks in the state trying to settle the same feud. Pilot's arrival was the signal that the Delhi leadership wanted a reset before the candidate list. Warring's resignation, and Pargat Singh's appointment the next morning, are the reset.
Before the appointment was announced, former state minister Vijay Inder Singla was the name most often mentioned for the job. Singla is an AICC co-treasurer and looks after party properties. He did not get it. The party chose a sitting MLA with a sporting public profile and a Jalandhar seat, which is a different kind of signal from a treasurer. Pargat Singh's hockey career is the biography. His usefulness to the party is the constituency and the fact that he is not Warring and not the treasurer who was assumed to be next.
Punjab is not a side show on the 2027 calendar. The Congress lost the state in 2022 to the Aam Aadmi Party. It has spent the years since arguing about who lost it. A state chief who has been in place for four years, through that loss and through the recovery attempt, is being moved ten months or so before the poll. The party has not published a reason beyond the resignation. Warring has published two that do not match: that he left on his own, and that Pilot may have thought he should not continue, with Channi the winner of that argument. Both can be true in a party where a resignation is the form and a camp is the cause.
Pilot's September appointment is the prior decision that makes Saturday legible. A new in-charge usually gets a new state president, or spends months with the old one. Here the gap was weeks. Baghel's placating tour did not produce a settlement. Pilot's arrival did not immediately produce a name. Friday's letter and Saturday's order did. The Hindu, reporting on Friday evening, still had Singla as the frontrunner. India Today, early on Saturday, had Pargat Singh in the chair. The shortlist moved overnight.
What has not moved is the election date. The assembly's term runs into early 2027. A new state chief has the candidate list, the district presidents and the alliance question in front of him, and a unit that has just watched one camp prevail over another. Warring has said he will stay available. He has also said Channi won. The next test of that reading is whether Channi's people take the districts, or whether Pargat Singh is meant to sit between the camps rather than award one of them the machinery.
