Western officials put Russia's monthly manpower gap at 6,000
Recruitment is estimated at 1,000 people a day. Casualties still run ahead of that inflow. CSIS had already put 2026 monthly casualties near 30,000 against 27,000 recruits. Officials say a new mobilisation wave is politically costly after the 2022 exodus.

Western officials told the Guardian that Russia is now losing about 6,000 more troops a month in Ukraine than it can recruit. The estimate covers the past two months. Moscow is still pulling in roughly 1,000 people a day, about 30,000 a month. That pace is no longer enough to replace the killed and wounded.
One official put the gap in a single sentence: "We estimate that the gap between the number of people Russia is losing to casualties and the number they're being able to recruit is around 6,000 a month at the moment." The same official said the Kremlin's answer has been to raise the weight of strikes on Ukrainian cities and energy sites. More than 360 missiles have been fired since early July, the official said, aiming at morale and at the grid before winter.
Those figures are estimates from unnamed officials, not a Russian ledger. They line up, in direction if not in exact size, with work published in July by the Center for Strategic and International Studies. CSIS put Russian monthly casualties this year near 30,000 and recruitment near 27,000, and tallied about 1.4 million casualties including 450,000 dead since February 2022. A 6,000 monthly gap is the same story with a rounder number.
Why another draft is hard
Western officials argued that a second mass mobilisation would be expensive in two currencies. The autumn 2022 call-up sent about a million people out of the country, many of them skilled. Fewer than half came back. A new wave would risk another exit and would still need officers, kit and training grounds that officials say the army does not have in surplus. Ukrainian intelligence services have said Moscow plans to call 300,000 this year and the same again in 2027. Plans and intake are different objects.
Recruitment at 1,000 a day is not a small machine. It is bonuses, contracts, prison releases and regional quotas. The Guardian report says that machine is now running behind the front. If the gap holds for a quarter, the shortfall is 18,000 people. Units then shrink, rest cycles shorten, or less-trained replacements arrive faster.
What the gap does not decide
A manpower gap does not by itself stop an army that still takes ground. Russian forces claimed seven settlements in the past week, according to the defence ministry in Moscow. The Bucha-district warehouse strike on 28 August killed 27 people after stored explosives cooked off. Those are facts on the other side of the ledger: Russia can still hit and still advance while running a monthly deficit.
The winter energy campaign is the official's proposed substitute for bodies. Ukraine has asked allies for more ballistic-missile defence and for more of its own long-range strike. The 6,000 figure, if it is close, tells Kyiv that time still has a price for Moscow. It does not tell Kyiv that the price is already too high.
