Ursula von der Leyen arrived in Nuuk on Sunday for a two-day visit that Brussels has framed as a show of support for Greenland after months of pressure from Washington. She is travelling with Danish Prime Minister Mette Frederiksen and Faroese Premier Beinir Johannesen. Greenland's premier, Jens-Frederik Nielsen, hosts the group.
On Monday the three governments are due to sign a renewed joint declaration among the European Union, Greenland and Denmark. The Commission schedule also puts the leaders at Tusass facilities to launch an Enhanced Satellite Connectivity Project for Greenland. Sunday's programme includes a boat trip to the ice sheet with Nielsen and Frederiksen. International Partnerships Commissioner Jozef Sikela and special adviser Jyrki Katainen are in the party.
The Financial Times reported that von der Leyen would offer about 200 million euros in extra support during the visit, aimed at critical minerals, renewable energy and public administration. That sum would sit on top of the 225 million euros already allocated to Greenland in the 2021-2027 EU budget. For the next budget cycle, 2028-2034, the Commission has proposed more than doubling direct aid to 530 million euros.
Why the calendar is crowded
The trip was first planned for March. Frederiksen called an early Danish election and coalition talks in Copenhagen pushed the date into September. The new slot lands at the start of NATO's Arctic Shield exercise, which draws troops from ten countries. Mikaa Blugeon-Mered, who studies Arctic geopolitics at the University of Quebec, called the overlap "not insignificant."
Greenland is a self-governing territory inside the Kingdom of Denmark. It is not in the European Union, though it holds Overseas Countries and Territories status. That legal fact has not stopped Donald Trump from repeating that the United States wants the island. Nuuk's answer has been consistent: not for sale, open for business. The EU visit is meant to put European money and a political signature behind that line.
Marc Jacobsen of the Royal Danish Defence College told AFP that Greenland matters to the EU as a gateway to the Arctic, as a store of critical raw materials and as a security file. Ice melt has shortened some sea routes and made mineral prospects easier to discuss in public. It has also pulled Russian and American attention north.
What Monday can actually lock in
A joint declaration is not a defence pact. It records political intent: more satellite coverage, more project money, a review of EU Arctic policy. A press conference with von der Leyen, Nielsen and Frederiksen is scheduled for about 14:25 CEST on Monday and will run on the Commission's broadcast feed.
Denmark, the Faroe Islands and Greenland will also hold their regular kingdom meeting in Nuuk on Monday and Tuesday. That session is about the three parts of the realm talking to each other, not about Brussels. Putting both events in the same city in the same week is a way to show that Copenhagen, Nuuk and Torshavn are aligned before they sit with the Commission president.
The test after the cameras leave is simple. Can the extra 200 million euros, if it is confirmed, be spent on mines, cables and ports that Greenland actually wants, or does it stay as a press-conference figure? The declaration will not settle the argument with Washington. It will tell anyone watching the Arctic who Europe intends to sit with when that argument continues.
