Uttarakhand's final roll drops 801,813 names, to 7,158,949 voters
The chief electoral officer said the final roll, with 1 July 2026 as the eligibility date, is down 801,813 from the 7,960,762 voters on the books when the revision began on 8 June. After the draft, 129,872 names were added and 104,708 removed.

Uttarakhand's final electoral roll has 7,158,949 voters. That is 801,813 fewer than the 7,960,762 on the books when the state's Special Intensive Revision began on 8 June. Chief electoral officer B.V.R.C. Purushottam gave the figures to The New Indian Express after the final roll was released. The eligibility date for the exercise was 1 July 2026.
The draft, published on 14 July, had 7,133,785 names. The final roll has 25,164 more than that draft. The path from draft to final is not a simple addition. Purushottam said 129,872 new voters were added after the draft, and 104,708 names were removed. The net of those two moves is the 25,164. The large fall sits between the June starting figure and the July draft, not in the claims period.
The ASDD file
The revision scrutinised 826,977 voters who were missing from the draft and had been marked absent, shifted, dead or duplicate. The office calls that set ASDD. Of them, 97,186 were later marked ineligible. Another 7,522 deletions were accepted on Form 7, the statutory objection to an entry. Those two figures add to the 104,708 names removed after the draft. They do not explain the larger gap between 8 June and 14 July.
Set against the pre-revision roll, 931,685 names either never appeared on the draft or were removed after it. Additions of 129,872 offset part of that. The remainder is the net decline of 801,813. That is about one name in ten of the June roll. A state with under eight million voters to start with has now published a final electorate of 7.16 million.
Who is on the final list
The final roll counts 3,737,701 men, 3,421,036 women and 212 third-gender voters. Haridwar has the largest district electorate in the release, 1,245,458. Dehradun is next, at 1,194,797. The gender gap on the state roll is 316,665 in favour of men. The third-gender count, 212 in a state of 7.16 million, is small enough that a district-level break, which the release summarised by The New Indian Express did not give, would be the next useful table.
Purushottam's additions figure, 129,872, is the claim the office will use against the charge of a purge. A revision that only deleted would be a different document. This one deleted far more than it added, and it did most of the deleting before the draft was even published. The claims period changed the draft by 25,164 names, less than a third of one percent of the final roll. The political argument will be about the 826,977 ASDD names, and about how many of the 97,186 later marked ineligible were absent rather than dead or duplicate.
Why the number is back on Monday
The roll was released on Saturday. It is in the Monday argument because the Supreme Court, the same day, refused to suspend Chief Election Commissioner Gyanesh Kumar and issued notice on pleas that the revision has been run past recorded objections from the other two commissioners. Uttarakhand is one state file inside that national case. A net fall of 801,813, with the arithmetic published by the chief electoral officer, is a figure the notice can now be answered against. The commission can say 129,872 were added and that ASDD scrutiny is the point of an intensive revision. Petitioners can say a tenth of the roll left between 8 June and the final publication, and that the claims window barely moved the total.
The office has not, in the figures carried on Saturday, published a district table of the 801,813. Haridwar and Dehradun are the largest electorates, not necessarily the largest losses. Until that table is out, the state number is the one that travels: 7,960,762 on 8 June, 7,133,785 on 14 July, 7,158,949 in the final roll.
