He did not name those agencies, and he did not describe the material allegedly shared.
An earlier police statement identified one of the arrested as Abhishek Kumar Singh, 31, from Purba Champaran in Bihar, living in Guwahati. The special task force, working with Sonitpur police, developed the intelligence and raided in Guwahati. Police allege Singh acted on the instructions of a Pakistani intelligence operative and passed information concerning security forces. The second man has not been named in the accounts published by Monday afternoon.
What Sarma put on the record, and what he left off
Sarma's press conference is the public case. He said the suspects were communicating with contacts in Pakistan and supplying information about Army movements. That is a specific allegation: not a general suspicion of contact, but a claim about the content, movements of units. He did not show a message, a payment, or a unit name. Honeytrapping, the explanation he offered as a preliminary finding, is a method claim. It says the approach was personal before it was operational. Preliminary is his word. A retired soldier on contract is a particular kind of target for that method, because the contract is what keeps him near current movements after the uniform comes off.
The handoff he announced, from Assam Police to unnamed central agencies, is the procedural next step. Espionage allegations against a foreign service usually leave the state police once the file is real. Sarma did not say which desk would receive the two men, or when. Until that transfer is confirmed by the agency that takes them, the case sits with the chief minister's account and a police statement that names one accused.
The Bihar-Guwahati detail
Singh's address is part of the file. Purba Champaran is in north Bihar. Guwahati is where the raid happened. Sonitpur, whose police worked the intelligence with the special task force, is a northern Assam district with a large military presence, including the corps and the infantry formations around Tezpur. A raid in Guwahati built on Sonitpur intelligence is consistent with a suspect who lives in the capital and a unit footprint in the north of the state. It is not, by itself, proof of what he sent.
The contract point is the one that will matter if the case reaches a charge sheet. A veteran with no current access is a weak source on movements. A veteran still inside an Army contract can see rosters, convoy windows, or exercise dates, depending on the job. Sarma said the man was working with the Army on contract. He did not give the unit, the trade, or the date the contract started. Those three facts are the difference between a boast in a chat and a leak.
What Monday does not yet have
No court appearance has been reported. No section of the Official Secrets Act has been cited in the public statements summarised on Monday. No recovered phone log has been read out. The second accused is unnamed. The agencies that are supposed to take the file are unnamed. What exists is a chief minister's allegation, a named 31-year-old from Purba Champaran, a Guwahati raid, and a Sonitpur assist. That is enough to record the arrest. Sarma has used Sunday briefings before to put an intelligence arrest on the record ahead of the charge sheet.
