US Lifts Sanctions on Russian Diesel as Trump Presses Ukraine to Halt Refinery Strikes
The United States agreed to suspend sanctions on Russian diesel exports until April after talks with Moscow, a step President Trump linked to lower fuel prices while criticising Ukrainian attacks on Russian energy facilities.

The United States and Russia agreed on Friday, 9 October 2026, to suspend sanctions on Russian diesel exports until 7 April, a deal President Donald Trump announced after a conversation with President Vladimir Putin. Trump said the arrangement would deliver millions of tonnes of diesel and bring prices down for American farmers, ranchers and truckers. He called lower fuel costs his greatest priority.
Ukrainian President Volodymyr Zelenskyy condemned the step as a gift to Putin that would finance further attacks on Ukrainian cities. He said Russian forces had already responded by dropping glide bombs on residential buildings in Zaporizhzhia. Zelenskyy has maintained that Ukraine will stop striking Russian oil refineries only if Russia stops attacking Ukrainian energy infrastructure. On Saturday Trump responded that Zelenskyy “better damn well stop” the refinery strikes and that it was time for Ukraine to get a new president.
The diesel arrangement comes after years of Western sanctions aimed at reducing Russian energy revenue that funds the war. Trump has argued that Ukrainian strikes on Russian refineries raise global diesel prices and harm US consumers. Ukrainian officials say the strikes degrade Russia’s ability to supply its military and generate revenue. Recent Ukrainian drone attacks have damaged several Russian refineries and data centres.
European governments have continued to express support for Ukraine. UK Prime Minister Andy Burnham offered complete solidarity and backed the idea of an energy ceasefire. On Sunday Trump claimed that both sides had agreed to such a ceasefire, a statement Zelenskyy said was news to him while indicating readiness if Moscow confirmed it. No detailed terms have been published by either capital.
The practical effect of the diesel waiver is an immediate increase in the volume of Russian refined product that can enter US and global markets without the previous sanctions barrier. How much additional revenue reaches Moscow, and whether Ukrainian strikes continue, will determine whether the deal reduces or prolongs pressure on energy prices and on the battlefield. Trump has said Zelenskyy could have settled the war on multiple earlier occasions and chose not to.
The open question is whether the combination of eased sanctions and public US pressure produces a reciprocal halt in energy strikes or simply shifts the burden of restraint onto Kyiv while Russian attacks on Ukrainian power systems continue.
