The US Justice Department is investigating whether five major television networks violated antitrust law when they suspended their shared White House television pool coverage of President Donald Trump. Officials contacted ABC, CBS, CNN, NBC and Fox News on Friday and requested communications and materials related to the pool arrangement.
The pool is a longstanding system in which the networks rotate the responsibility of filming the president’s public events and distributing the footage to other outlets. Last month the networks collectively stopped providing pool coverage for several days after the White House barred CNN, MS NOW and Politico from the grounds. The ban followed criticism of their reporting. A federal judge later ordered temporary restoration of access, and litigation over the exclusions continues.
A Justice Department spokeswoman said the networks had “proudly boycotted covering White House events” and that group boycotts among commercial competitors can violate the Sherman Act. The Antitrust Division is examining whether the coordinated suspension constitutes an illegal agreement. Civil investigative demands were issued to the networks.
Representatives for the five networks either declined to comment or did not respond to inquiries on Saturday. The investigation was first reported by The New York Times. It comes two weeks after a Trump ally publicly urged the department to examine the pool on antitrust grounds. The department is simultaneously defending the White House’s credential decisions in court against claims that they violate the First Amendment.
The pool system has operated for decades as a practical means of covering the president when space is limited. When one network is excluded, the others have historically continued to supply footage. The decision to suspend coverage entirely after CNN was barred marked a departure from that practice. During the suspension, some presidential events, including a greeting of Chinese President Xi Jinping, received no major-network television coverage.
Legal analysts note that antitrust claims against news organisations for editorial coordination are unusual. The Sherman Act prohibits agreements that unreasonably restrain trade. The department has framed the suspension as a potential group boycott. The networks have previously argued that their response was a protest against what they view as viewpoint-based exclusion rather than a commercial conspiracy.
The White House has described covering the president as a privilege rather than a right. The excluded outlets sued, alleging retaliation for coverage. A judge paused the ban while the case proceeds. The new antitrust inquiry adds a separate track of government scrutiny to the same set of events.
The investigation remains at an early stage. The department has not indicated whether it will bring a formal complaint. Network executives have not publicly addressed the specific demands. The outcome will depend on whether the division finds evidence of an agreement that crosses the line from protected editorial judgment into prohibited commercial coordination.
The episode continues the administration’s broader pattern of conflict with major news organisations over access and coverage. Previous actions have included credential revocations and public criticism. The antitrust framing is new and places the networks’ collective response under competition-law scrutiny rather than solely under First Amendment litigation.
