Starlink Speeds Restricted in Ukraine During Russian Drone Attacks as Zelenskyy Rejects Technical Explanation
Ukrainian officials reported reduced terminal performance overnight while more than 850 Shahed drones were launched, and the president attributed the slowdown to deliberate US action rather than a malfunction.

Starlink satellite terminals across Ukraine operated at restricted speeds overnight on October 14-15 while Russian forces launched more than 850 Shahed drones, according to statements from President Volodymyr Zelenskyy and defense sources.
Zelenskyy told the Financial Times that the slowdown was not a technical problem but “the will.” He linked it to US pressure over Ukrainian strikes on Russian oil refineries. A Ukrainian defense ministry source later said service at normal speeds was restored on October 15. The restrictions coincided with the period when Ukraine had paused its own energy-target attacks at Washington’s request.
Starlink has provided primary communications for Ukrainian military units and civilian emergency services since early in the conflict. Reduced throughput affects real-time coordination, drone operations, and data links for air-defense systems. Elon Musk has previously stated that certain military uses of the system are subject to US government controls. Zelenskyy’s comment indicates Ukrainian officials view the timing as intentional rather than incidental.
The drone barrage targeted energy infrastructure and other sites in Kyiv and Kharkiv regions. Ukrainian air defenses intercepted a large portion, but the volume strained systems already operating under communication constraints. Restoration of full speeds on October 15 allowed units to resume normal reporting and targeting cycles.
No official US statement has confirmed or denied deliberate throttling. The episode adds a communications layer to the broader dispute over energy strikes and intelligence sharing. Ukrainian forces adapted by using alternative links where available, but the temporary reduction limited capacity during a high-intensity attack window.
The sequence shows how satellite communications have become a controllable variable in the conflict. Future restrictions or restorations will affect operational tempo on both sides. Ukrainian statements treat the October 14-15 slowdown as part of the same pressure campaign that included reduced ballistic-missile warnings.
