Soledad Núñez leads Asunción by 3,705 votes with 98 percent of the TREP in
The electoral tribunal's provisional count gave the opposition alliance candidate 130,311 votes to Camilo Pérez's 126,606. In Luque, Colorado candidate Hugo Farías led with more than 53 percent. Sunday's ballot filled 263 intendancies.

Soledad Núñez is the provisional winner of the Asunción intendancy, ABC Color reported from the Tribunal Superior de Justicia Electoral's transmission of results on Sunday night. With 98.19 percent of votes processed, Núñez of the opposition alliance Juntos por Asunción had 130,311 votes. Camilo Pérez of the Colorado Party had 126,606. The gap was 3,705 votes.
That margin is small against a capital electorate, and it is large enough, at this stage of the count, that ABC described her as the virtual winner. The TREP is a provisional transmission, not the final acta. Challenges and the last polling stations can still move a race this close. They have not, on the published numbers, put Pérez back in front.
A Colorado loss in Asunción breaks a long hold on the municipal palace. ABC tied the swing to the record of the outgoing intendant, Óscar "Nenecho" Rodríguez: a financial collapse at the municipality, potholes, and a run of corruption scandals. Núñez campaigned as the candidate who would open the books. She will inherit the same books. ABC described the city government she is in line to take as sitting on a heavy economic legacy and close to an institutional collapse. Her first stated task, in that account, is to make public resources visible and to put the municipality in order.
The capital was one of 263 intendancies filled on Sunday, along with 2,832 full seats on the local juntas and the same number of substitutes, for the term 2026-2031. The electoral roll was 5,043,154. Polls ran from 7 a.m. to 5 p.m. The national picture is not a single opposition wave. In Luque, the Colorado candidate Hugo Farías led with more than 53 percent and a margin of about 17,000 votes over the Liberal Manuel "Manolo" Achucarro, with 99 percent of tables in, ABC reported. That would be a third consecutive Colorado term in Luque, after Carlos Echeverría's win in 2015. Former goalkeeper José Luis Chilavert finished a distant third after refusing to stand down in favour of the Liberal.
The split between Asunción and Luque is the useful map. The capital, where the municipality's finances became the campaign, moved to the opposition alliance by a few thousand votes. A large suburban city next door stayed with the Colorado machine by a wide margin. Treating Sunday as a national rejection of the ruling party overruns the count. Treating it as a routine Colorado hold misses the palace in Asunción.
Núñez's alliance, Juntos por Asunción, is a local front, not a single party. Pérez carried the Colorado label into a city the party has treated as its own. The 3,705-vote gap, on 256,917 votes between the two leaders alone, is about 1.4 percent of their combined total. A recount, a bundle of challenged tables, or a late transmission can still matter at that distance. The TREP at 98.19 percent is the reason ABC used "virtual" rather than "elected."
The practical handover, if the provisional lead holds, is a city hall ABC says is short of money. Núñez's promise to open the accounts will meet whatever debt, payroll and contractor claims the Rodríguez administration leaves. That is a municipal problem with a national audience, because Asunción is the seat of government and the place the Colorado Party has just lost on a provisional count.
Farías's win in Luque keeps the cartista line in a city that used to alternate. The two results can both stand. One is a break in the capital by 3,705 votes. The other is a third Colorado term next door, by about 17,000.
