Pope Leo approves Luis Antonio Tagle as the first Asian dean of the College of Cardinals
Filipino Cardinal Luis Antonio Tagle, 69, was elected dean on Thursday by the cardinal bishops. Pope Leo XIV approved the choice on Friday. He replaces Giovanni Battista Re, 92, and takes the title of Ostia. At 69 he could both summon and vote in a future conclave.

Pope Leo XIV has approved the election of Filipino Cardinal Luis Antonio Tagle as dean of the College of Cardinals, the first Asian cleric to hold the post that takes charge of a conclave when a pope dies or resigns. The Vatican said the cardinal bishops elected Tagle on Thursday, 8 October. Reuters reported the papal approval on Friday.
Tagle is 69. He replaces Italian Cardinal Giovanni Battista Re, 92, who had led the college for nearly seven years and now becomes dean emeritus. Re keeps the title of the suburbicarian church of Sabina-Poggio Mirteto. Tagle takes the title of the suburbicarian church of Ostia, the traditional see attached to the dean, and keeps Albano.
The election was made by the cardinals of the Order of Cardinal Bishops, under Canon 352 of the Code of Canon Law. The dean is primus inter pares. He coordinates the college. He does not sit above the other cardinals in rank of orders. What he does hold is the procedural key to a vacant see.
If the Holy See falls vacant, the dean summons the cardinals and, if he is under 80 and therefore still an elector, presides over the conclave in the Sistine Chapel. Re was already past that age when he buried Pope Francis. He presided at the funeral rites on 26 April 2025 and at the Missa pro eligendo Pontifice on the morning of 7 May 2025, the Mass that opened the conclave. He could not vote in it. Tagle, at 69, would be able to do both jobs if a vacancy came during his term.
That age rule is the practical point of Friday's change. Leo XIV is 71. Reuters noted that he plays sport and is in good health, so a conclave is not an immediate prospect. The office is still built for the day the see is empty. A dean who can enter the chapel as an elector is in a different position from a dean emeritus who can only manage the funeral.
Pope Francis changed the term in 2019. A motu proprio set the dean's mandate at five years, renewable once, after the number of cardinals rose and the work of the office grew. Re was appointed in 2020 and reappointed on 7 January 2025 for a second term. His decision to step down comes inside that second term, not at the end of a life appointment of the older kind. Francis had ended the practice of a dean remaining in place until death.
Tagle was archbishop of Manila before he moved to Rome. He has been a senior Vatican official since 2020 and is pro-prefect of the Section for First Evangelization and New Particular Churches in the Dicastery for Evangelization, the department that handles the Church's missionary work and newer local churches. He was widely treated as a candidate in the May 2025 conclave that elected Leo after Francis died. He is often called Chito. Vatican reporters have long described him as a close ally of Francis.
The college he now deans is larger than the old ceiling of 120 electors. Vatican News, in its account of the handover, noted that the rise in numbers, including cardinals beyond that older figure, was part of the reason Francis tightened the dean's term. The dean does not choose who gets a red hat. He does have to know who is in the room when the doors close, who has turned 80, and who still has a vote.
Ostia is not a working diocese in the ordinary sense. It is the title that marks the dean. Albano, which Tagle keeps, is one of the suburbicarian sees around Rome traditionally held by cardinal bishops. The split of titles in Friday's announcement is the public trace of the handover: Re remains a cardinal bishop, Tagle becomes the one who would open the next conclave.
Leo's approval is not a formality detached from the election. The cardinal bishops choose. The pope confirms. Reuters reported that confirmation on Friday from Vatican City, after the Thursday vote. The sequence matters for the next vacancy. A dean who has both the election of his peers and the reigning pope's approval is harder to treat as a caretaker.
Tagle's file is also a map of the Church Francis left and Leo inherited. A Filipino at the head of the body that elects a pope puts an Asian cleric in the chair Re used in April and May 2025. The funeral then was for a Latin American pope. The dean now is from Manila, and the pope who confirmed him is the American elected on 8 May 2025.
None of this sets a date. It does fix the person who would send the summons, check the list of electors, and, because he is 69, walk into the Sistine Chapel with a vote of his own.
