Putin offers Iran help with new proposals at a Caspian meeting in Turkmenbashi
At talks in Turkmenbashi on Thursday, Vladimir Putin said Iran had made genuine efforts to end the regional war and had put forward new proposals. Masoud Pezeshkian said Tehran had revised an American paper again and that indirect contacts with Washington were continuing. No ceasefire text was published.

Vladimir Putin told Masoud Pezeshkian on Thursday that Moscow is ready to help Tehran settle the regional war, and that Iran had put new proposals on the table. The two presidents met in Turkmenbashi, on the Caspian coast of Turkmenistan. The Kremlin released the exchange.
Putin said Iran was "making genuine efforts to end the conflict that erupted in the region through no fault of its own, not Iran's fault." He added that Tehran had offered new proposals for a peaceful settlement, and that Russia would do what it could. Pezeshkian said indirect contacts with Washington were still running through intermediaries. "We have once again revised the American proposal, and once that process is finalized, we will communicate the results," he said. He also thanked Putin for help in blocking what he called a unilateral approach.
The meeting sits against two wars Russia is involved in at once. Moscow is a party to the fighting in Ukraine. It is also a supplier and a diplomatic partner to Iran in the conflict that began with U.S. strikes and has since drawn in the Houthis, Saudi Arabia and a U.S. blockade. Thursday's sentence from Putin treats the Iranian file as a dispute he can mediate. The Ukrainian file, on the same day, included the aftermath of the glide-bomb strike on buses in Kramatorsk.
Turkmenbashi is a port city. Holding the talks there, on the Caspian, puts them off the two capitals during a wider gathering. The Kremlin pool photograph of the meeting was distributed by Sputnik. No joint written communique with annexes was published in the accounts of Friday morning. The public record is the two sets of remarks.
Pezeshkian's line on a revised American proposal is the operational claim. He did not read the text. He said a revision had been done again, and that the result would be passed on when it was finished. Indirect contacts mean a third capital is carrying paper between Tehran and Washington. He did not name the intermediary. Donald Trump said on Thursday, in a separate set of remarks, that the United States would not strike Iran before the 3 November midterm elections and that talks had been productive. The two statements are parallel descriptions of a channel that both sides say is open.
The phrase "through no fault of its own" is Putin's allocation of blame. It rejects the U.S. account, in which Iranian and allied attacks on shipping and on U.S. forces sit at the start of the escalation. A mediator who opens with that sentence is aligned with one party. Moscow's offer of help is a diplomatic offer from an ally, not from a referee.
Russia's practical help to Iran during the war has included political cover and military supply lines that Western governments have already documented in earlier months of the conflict. Thursday's meeting did not announce a new weapons package. It announced a willingness to carry proposals. The distinction matters for the weeks before the U.S. election. A proposal channel is slower than a strike. Trump has said the strike window is shut until after 3 November. Putin has said he will help the proposals move.
Pezeshkian also used the meeting to restate the strategic partnership. That partnership is the same relationship that has given Iran drones and, in the other direction, given Russia political support. A peace offer made inside that partnership does not cancel the supply relationship. It adds a diplomatic track beside it.
What was not agreed in Turkmenbashi, on the published record, is a ceasefire text, a date for direct talks, or a named intermediary. What was said in public is narrower: Russia will help, Iran has revised a U.S. paper again, and the result will be sent when Tehran says it is finished.
