Peru joins Washington's Shield of the Americas after Rubio's stop in Lima

Peru will join the U.S.-led Shield of the Americas coalition against drug cartels, President Keiko Fujimori said on Thursday, 10 September 2026, after talks with Secretary of State Marco Rubio at the Government Palace in Lima. She presented Rubio with the Order of the Sun, one of Peru's highest civilian honours.

The coalition, also called the Americas Counter Cartel Coalition, was launched at a 7 March summit hosted by President Donald Trump at his Doral resort in Florida. A White House proclamation says members will coordinate to cut cartels off from territory, money and logistics, and that the United States will train and mobilise partner militaries. Colombia under President Abelardo de la Espriella joined recently. Ecuador was on Rubio's itinerary this week. Lima was the last stop of a three-country swing.

Fujimori said membership would let Peru obtain intelligence faster and act against groups that work across borders. She recalled U.S. help against trafficking in the 1990s. Rubio called the pact "a shield against these threats to the sovereignty of these independent nations" and said U.S. involvement in the region "is not a favor." He also said Washington would not do more than a partner asks. "We're not going to do anything that our partners don't ask us to do," he told reporters standing next to Fujimori.

That line matters because the administration has spent a year striking alleged drug boats in international waters. Rubio's pledge is about territory, not the high seas. Government sources in Lima told Reuters that Peru also wants relief from 12.5 percent U.S. tariffs on its exports. Officials discussed U.S. support for El Niño emergency planning. The visit is the highest-level American trip to Peru since Trump returned to office in 2025.

Fujimori won the presidency as a conservative. Washington is building a bloc of like-minded governments in the Andes and the Pacific while pushing back against Chinese mining and infrastructure contracts. Shield of the Americas is the security half of that project. The tariff talk is the commercial half. Neither half has a published operational annex. What exists today is a political accession, a medal, and a sentence about not acting on Peruvian soil without a Peruvian request.

Peru is a cocaine producer and a copper and lithium supplier. Those two facts explain why both capitals wanted a photograph this week. The test of the photograph is whether shared intelligence shortens the time between a shipment leaving the valley and an intercept, and whether the tariff request moves. Those are measurable. The medal is not.
