The localised ceasefire around the Russian-occupied town of Oleshky in Ukraine’s Kherson region reached its scheduled end on 1 November 2026. Ukrainian lawmaker David Arakhamia had stated that the pause would last until 22:59 Kyiv time that day. Ukrainian military statements reported the evacuation of 167 people from threatened areas of southern Kherson region on the final day.
The arrangement began on 27 October after US first lady Melania Trump helped broker the pause between Russia and Ukraine. The White House said the ceasefire would permit humanitarian aid to enter the town and allow civilians who wished to leave to do so through a designated passageway. Pre-war population of Oleshky was about 24,000. Remaining residents numbered between 1,700 and 2,000, including roughly 50 children, according to earlier White House figures. Residents had described acute shortages of food, water and medicine under occupation since 2022, with some surviving on limited rations of rice or buckwheat.
Ukrainian Human Rights Commissioner Dmytro Lubinets reported that both sides complied with the agreement in the first days. No breaches were recorded in the initial 30 hours. Russian Human Rights Commissioner Yana Lantratova later stated that both armed forces had fully honoured the localised cessation. The pause was described by Arakhamia as the largest de-escalation since 2022. It did not apply to other sectors of the front. Russian strikes continued elsewhere, including on energy infrastructure that left hundreds of thousands of households without power.
Evacuees crossed into Ukrainian-held territory on the final days. One group was photographed reunited with relatives, wrapped in Ukrainian flags and holding a cat. Ukrainian forces had previously used drones to deliver limited supplies because roads were mined. Under the ceasefire, mine clearance on the access route was planned so that humanitarian convoys could move. Representatives of Ukraine, Russia and the United States were expected to be present once the route was cleared.
President Volodymyr Zelenskyy said the Oleshky operation showed that de-escalation steps were possible when Russia was placed in a position where it had to take them. He made the remark in Istanbul on 1 November during a meeting with Turkish President Recep Tayyip Erdoğan. Zelenskyy also noted ongoing difficulties in the Black Sea and called for sustained support for Ukraine. Pope Leo had expressed hope that cooperation on the Oleshky truce could encourage broader peace efforts.
The pause lasted roughly five to six days depending on the exact start time reported by each side. It remains the longest continuous localised cessation observed by both sides since the full-scale invasion began in 2022. Whether the model of a limited, externally facilitated pause can be repeated elsewhere will depend on whether both militaries can again suspend fire along a defined stretch of the front long enough for aid and evacuation to occur. The end of the Oleshky arrangement returns the sector to the pre-existing pattern of fighting.
Civilians who remained in the town after the deadline face the same supply constraints that prompted the pause. Those who left now sit in reception areas on the Ukrainian side. The number who chose to stay versus those who evacuated has not been fully tallied in public statements. The operation closed the immediate humanitarian window without reported combat violations inside the designated zone.
