Ukrainian drones attacked an industrial facility in Russia’s Nizhny Novgorod region overnight on 1 November 2026, causing significant damage, according to regional governor Gleb Nikitin. He said air defenses destroyed more than 100 drones. No casualties were reported. Nikitin did not name the facility, but monitoring channels and Ukrainian sources identified it as the Lukoil-Nizhegorodnefteorgsintez oil refinery in Kstovo, also known as NORSI.
The refinery has a design capacity of about 17 million metric tons of crude oil per year and ranks among Russia’s largest. It produces gasoline, diesel, and aviation fuel and supplies the Moscow region, which accounts for nearly 30 percent of national gasoline consumption. Local residents reported explosions around 4 am, followed by a large fire visible for kilometers. Videos showed multiple flame points and thick black smoke. Regional authorities said they were taking steps to keep gas stations supplied and advised motorists to buy only what they needed to avoid panic buying. Temporary power and heating restrictions may occur during repairs.
Ukrainian defense company Fire Point, which produces FP-1 long-range drones, confirmed the strike on its Telegram channel. The same site was targeted in April, May, and August 2026. Russia’s Defense Ministry claimed its forces shot down 235 drones nationwide overnight. Investigators opened a terrorism case over the attack on the industrial facility and related civilian infrastructure.
The strike followed attacks on other Russian refineries in recent days, including the Novokuybyshevsk plant in Samara oblast and the Bashneft-Novoil facility in Ufa. Both suffered fires. Ukrainian forces have resumed long-range strikes on Russian energy infrastructure after a brief pause. President Volodymyr Zelenskyy said Russian strikes on 1 November left hundreds of thousands of Ukrainian households without power across four regions. Six drone alerts were issued in Kyiv since midnight.
The Kstovo complex includes primary distillation units and a nearby combined heat and power plant that supplies steam and electricity to surrounding petrochemical sites. Preliminary assessments by monitoring groups pointed to possible damage in the AVT-5, AVT-6, or visbreaking units. Exact damage figures have not been released. The attack occurred while a local ceasefire was still in effect in the Oleshky area of Kherson region, hundreds of kilometers away.
Russian authorities have not confirmed the identity of the damaged site. Ukrainian outlets published footage of the fire and named the refinery. The incident adds to a series of drone strikes on Russian fuel production that have raised concerns about domestic supply and export capacity. No deaths were reported on either side in the Nizhny Novgorod attack.
