Naidu clears a ₹730.70-crore NIELIT Quantum and AI campus in Amaravati

Chief Minister N. Chandrababu Naidu approved a dedicated Quantum and AI campus for the NIELIT Deemed-to-be University at a CRDA Authority meeting on 27 August. The project is costed at ₹730.70 crore over five years on 8.5 acres in Amaravati. The entire outlay is proposed as grant-in-aid from the Ministry of Electronics and Information Technology. Andhra Pradesh is not putting a matching capital share in the figures released after the meeting.

NIELIT already holds deemed-university status in the Distinct Category under Section 3 of the UGC Act and the 2023 UGC regulations. The Amaravati campus is being described by the state as India’s first university site built around quantum technologies and artificial intelligence as the core, rather than as add-on departments inside a general university.

Classes before the buildings

Degree and skill courses are scheduled to open in September 2026, with at least one Telugu report naming 13 September, at a temporary facility on the Acharya Nagarjuna University campus in Guntur. The permanent Amaravati site will come up in parallel. That sequence is deliberate. The state wants a student pipeline before the capital-region buildings are ready.

The catalogue covers undergraduate, postgraduate, doctoral, diploma and executive programmes in quantum computing, quantum communication and security, artificial intelligence and machine learning, data science, semiconductor fabrication, chip design, VLSI, ATMP, embedded systems and high-performance computing. NIELIT has named IIT Tirupati, IIIT Sri City, Andhra University and JNTU campuses as intended academic partners.

The five-year training target is 8,250 learners: 1,650 on degree programmes and 6,600 on skilling and certification tracks. Annual intake is projected to reach about 3,913 by year five. Those numbers matter because they show the campus is being sized as a volume skills shop as well as a research site. The permanent campus plan includes solar power and EV charging, described as a net-zero approach in the state briefing.

How this sits next to Quantum Valley

Amaravati already has a separate Quantum Valley construction track. Municipal Administration Minister P. Narayana inspected that building on 25 August and said quantum computing services could start from January 2027, using German technology, with the structure itself due by the end of December. The NIELIT campus is an education and skilling vehicle. The Quantum Valley building is a service and hardware node. They are being sold as parts of the same capital-region pitch, but they are different contracts and different calendars.

Naidu has also spoken, in a wider state campaign, of training large numbers of people in AI, quantum work and data security. One local report attached a 45-lakh figure to that campaign. That figure is a state ambition, not the 8,250-person NIELIT campus target, and the two should not be collapsed.

What still has to happen

CRDA has given in-principle approval for the land. MeitY still has to move the grant. UGC and AICTE processes for specific programmes will follow the deemed-university framework NIELIT already holds. Collaborations with IIT Tirupati and the other named institutes are proposals until memoranda are signed.

For students the near-term fact is Guntur in September, not a finished Amaravati quad. For the capital region the near-term fact is another nationally funded institution on the map, after years in which Amaravati’s institutional pipeline moved in fits. The information gain in the CRDA decision is the money source and the headcount: ₹730.70 crore of central grant, 8.5 acres, 8,250 people over five years, first classroom in Guntur this September.

If the grant lands on that timetable, Andhra Pradesh will have a working NIELIT cohort before the Quantum Valley machine room is scheduled to open. If the grant slips, the Guntur temporary campus becomes the entire story for 2026. That is the date to watch after the applause at the Secretariat.
