Merz pledges €1 billion in military aid on a Kyiv visit under air-raid sirens

Friedrich Merz pledged fresh German money for Ukraine on Sunday, 4 October, during a surprise visit to Kyiv that coincided with air-raid sirens. At a joint appearance with President Volodymyr Zelenskyy, the chancellor said Berlin would provide about €1 billion in military aid and about €350 million for repairs to the energy system. Zelenskyy described the combined package as €1.3 billion. He also said the two sides had signed 15 agreements and documents worth more than €8.5 billion. German officials travelling with Merz put the company-level agreements at 14, worth about €6.6 billion. The two counts do not match. Both were given on the same day, by the two governments, and both are larger than the cash package announced at the podium.
The military slice is aimed at the weapons Russia has been using against Ukrainian cities before winter. Merz said Germany would fund joint production of drones built to intercept Russia's jet-powered attack drones. He said technical work in recent weeks had sped production. The industrial list named by officials includes Diehl Defence for IRIS-T air-defence missiles, Hensoldt for radar, and Quantum Systems for jet-powered interceptor drones. Economy Minister Katherina Reiche travelled with Merz, along with executives from Siemens Energy, Hensoldt, Diehl and Quantum Systems. They arrived by train.
The energy slice is generators, substation repairs and transmission kit. Merz visited the National Academy of Sciences building in central Kyiv, hit by a Russian drone on 28 September. Sirens and explosions sounded across the capital while he was in the city. Moscow has spent recent weeks striking power plants and bridges. A separate report on the same weekend described Russian drones aimed at bridges in Kyiv. The €350 million does not rebuild the grid. It buys a winter buffer: mobile generation and parts for nodes already damaged.
Merz said Germany would not be pushed off its support. He also pointed to a winter meeting of the Coalition of the Willing in Berlin, with France and Britain. That forum is a political calendar item. The contracts are the operational item. An IRIS-T order and an interceptor-drone line are deliverable hardware. A coalition meeting is a date. Kyiv has heard both before. The new fact is the euro figure attached to this visit, and the split between budget aid and industrial orders.
The gap between €6.6 billion and €8.5 billion is worth keeping in view. The lower figure is what German officials assigned to agreements signed by executives on the trip. The higher figure is what Zelenskyy assigned to 15 documents covering security cooperation, joint production, procurement and Ukrainian orders for German industry. Some of that value will be options, framework deals and future production, not cash leaving Berlin this month. The €1 billion and €350 million are the sums Merz described as aid. Readers who treat €8.5 billion as money already appropriated will overstate what changed on Sunday.
Winter is the constraint. Russian strikes on energy infrastructure have been heaviest in the months when heating load rises. Generators cover hospitals and pumping stations. They do not cover a city. Interceptor drones matter only if they arrive before the next wave of jet-powered Shaheds. Merz tied the drone money to production breakthroughs he said had already happened. He did not give a delivery month. Zelenskyy, standing next to him, took the package and the sirens in the same afternoon.
Germany is already one of Kyiv's largest European armourers. This visit adds a numbered package and a set of named firms. It does not change the war's front line by itself. It does tell Russian planners that Berlin is still writing cheques in the fourth year, on day 1,685 of the full-scale invasion by the Guardian's count, and that the cheques are now aimed at the specific drone type Moscow has been flying at Ukrainian power stations.
