UNESCO marks 60 years of the 1966 teachers' recommendation, with the Hamdan Prize awarded in Paris

World Teachers' Day on 5 October marks the 60th anniversary of the 1966 ILO/UNESCO Recommendation concerning the Status of Teachers. UNESCO has set the theme as "Standing with teachers: 60 years of protecting the profession, advancing its status and shaping our futures." The global observance is at UNESCO headquarters in Paris, from 8 a.m. to 6:30 p.m., and is opened by Director-General Khaled El-Enany.
The day has been observed since 1994. It is co-convened by UNESCO, the International Labour Organization, UNICEF and Education International. The 2026 programme adds the award ceremony for the ninth UNESCO-Hamdan Prize for Teacher Development. Registration for the in-person event closed on 2 October. Sessions are spread across Room I, Room V, the Salle des Actes and offices in the S wing. A teachers' choir is on the programme. The joint call from the four convenors asks governments to advance the status of the profession so that teachers can help build more inclusive and peaceful societies.
What the 1966 text actually covers
The recommendation, adopted on 5 October 1966, is the reason the day falls on this date. It sets standards on preparation, entry to the profession, pay, hours, class size, and the right of teachers to organise. It is not a treaty. States were asked to apply it through national law and practice. UNESCO says the text is now being revised, because the profession faces conditions the 1966 drafters did not write for: digital tools in the classroom, climate disruption, inclusion, and migration and displacement. The revision is the policy fact sitting under the anniversary. A commemorative theme does not change a statute. A revised recommendation, if member states adopt one, would.
El-Enany, an Egyptologist and former Egyptian minister of tourism and antiquities, took over as Director-General recently enough that this is among the first global days run under his name. The Hamdan Prize, funded with the Hamdan Foundation of the United Arab Emirates, is the concrete award on the programme. The ninth edition goes to teacher-development projects rather than to individual classroom teachers. UNESCO had not, at the opening of the day, published the 2026 winners in the material posted before the ceremony.
Status as pay, authority and training
UNESCO's own framing of the anniversary splits status into three parts: symbolic standing, professional standing, and material standing. The third is pay, contracts and class size. The second is training and the right to decide how a lesson is taught. The first is the public regard the day is built to restate. The Paris programme is weighted to the first and second. High-level discussions on protecting the profession, and a prize for teacher development, do not set a salary scale. National governments do that. The recommendation's value has always been as a benchmark ministries can be measured against, not as a payroll.
France is marking the day with several hundred lycées fully or partly closed after nights of damage to school buildings, a separate crisis from the anniversary but the same profession. Education minister Édouard Geffray has said 400 to 500 high schools would not open normally on Monday, after 24 schools were burned or ransacked. The Paris ceremony and the closed lycées are not the same story. They do fall on the same date, in the same city system that hosts the UNESCO building.
The revision of the 1966 text is the item that will outlast the day. If the redraft reaches the General Conference with language on digital work, climate displacement and short-term contracts, ministries will have a new benchmark. If it stays in consultation, 5 October 2026 will have been an anniversary with a prize and a choir, and the operative standard will remain the one adopted sixty years ago.
