The MERCOSUR-Singapore Free Trade Agreement entered into force between Singapore and Argentina on November 1, 2026. The agreement had already taken effect with Paraguay, Uruguay and Brazil. With Argentina’s entry, it is now fully in force with all four founding members of the Southern Common Market.
Singapore’s Ministry of Energy, Trade and Industry and the Embassy of Argentina in Singapore issued a joint statement marking the date. The text covers trade in goods and services, investment, government procurement, digital trade, intellectual property, economic cooperation, and measures for micro, small and medium-sized enterprises. It aims to reduce barriers, improve regulatory transparency, and give businesses clearer market-access commitments.
On goods, MERCOSUR will eliminate import tariffs on approximately 96 percent of products over a period of up to 15 years. Around 25 percent of tariff lines receive immediate duty-free access. Customs procedures are to become more transparent, with greater use of preferential treatment, expedited clearance for express shipments, and special handling for perishable goods.
The agreement also includes provisions on services and investment intended to increase certainty for suppliers and investors. It sits alongside the Pacific Alliance-Singapore Free Trade Agreement that entered into force in 2025, expanding Singapore’s network of economic arrangements with Latin America. Officials from both sides described the full entry into force as a milestone in that engagement.
Implementation will now move from legal entry into force to the practical application of tariff schedules and rules of origin. Businesses that trade between Singapore and the four MERCOSUR countries can begin claiming preferential rates on the lines that are already liberalized. The longer phase-out period for the remaining lines sets a multi-year calendar for further reductions.
No major disputes over the final Argentine ratification were reported in the joint release. The focus shifts to administrative readiness in customs authorities and to the uptake of the agreement by firms, particularly smaller ones that the text explicitly addresses. The 96 percent coverage figure and the 15-year horizon are the concrete parameters against which progress will be measured.
The entry into force with Argentina closes the sequential implementation process among the founding members. Subsequent work will involve monitoring utilization rates and addressing any practical barriers that appear once the preferential schedules are in regular use.
