External Affairs Minister S Jaishankar will meet US Secretary of State Marco Rubio in Mumbai on 20 October, the Ministry of External Affairs confirmed on Friday. The talks form part of Rubio's visit to India from 17 to 22 October, which also includes a stop in Jamnagar, Gujarat.
MEA spokesperson Randhir Jaiswal said the meeting offers an opportunity to review US-India relations and discuss ways to strengthen the Comprehensive Global Strategic Partnership. Discussions are expected to cover energy, trade and investment, defence, critical and emerging technologies, and regional and global developments. Jaishankar will attend celebrations marking the 250th anniversary of US independence as guest of honour the same day.
On 19 and 20 October Jaishankar will host UAE Deputy Prime Minister and Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan in Mumbai for an official visit. The two sides will review cooperation under the India-UAE Comprehensive Strategic Partnership, including energy, trade, investments, fintech, defence and connectivity. They will also exchange views on West Asia and multilateral issues.
The confirmation came after political criticism. Congress leaders had questioned why details of the Mumbai meetings appeared first through US channels. Lok Sabha Leader of Opposition Rahul Gandhi posted that Rubio had "summoned" officials and suggested the Prime Minister might need to explain. Jairam Ramesh earlier asked why the MEA had remained silent while the US ambassador described the expected participation. Jaiswal responded that hosting foreign dignitaries in different Indian cities has been standard practice for a decade. He cited earlier examples such as the SCO foreign ministers meeting in Goa and other events outside Delhi.
US Ambassador Sergio Gor had indicated at the Bloomberg New Economy Forum that Rubio would meet Indian officials in Mumbai and expected Jaishankar to be present. The State Department had announced the visit earlier in the week, emphasising enhanced energy cooperation. Rubio previously visited India in May for the Quad foreign ministers meeting in Kolkata and New Delhi. This trip does not include a stop in the national capital.
The choice of Mumbai allows parallel engagement with the UAE minister and access to industrial and energy-related sites in Gujarat, including the Reliance complex at Jamnagar. Energy issues remain prominent against the backdrop of elevated oil prices linked to the wider Iran conflict. Trade and technology talks continue as the two countries work on the first phase of a bilateral agreement whose legal drafting has begun.
The meetings keep high-level contact active even when the principal Indian interlocutor travels outside Delhi. Outcomes will depend on how far the discussions advance specific items on energy supply, defence cooperation and technology standards. The schedule itself shows both governments treating the Mumbai leg as a working visit rather than a ceremonial one.
