External Affairs Minister S. Jaishankar began a three-day official visit to Poland and Ukraine on 3 September. The Ministry of External Affairs said he will sit with Poland's Deputy Prime Minister and Foreign Minister Radoslaw Sikorski and with Ukraine's Foreign Minister Andrii Sybiha. The public formula is familiar: bilateral ties, regional developments, issues of mutual interest.
The calendar around the trip is not familiar. On 31 August, on the margins of the Shanghai Cooperation Organisation summit in Bishkek, Prime Minister Narendra Modi told Russian President Vladimir Putin to move from an "endless war" to an "end of war". India is due to host the 18th BRICS Summit at Bharat Mandapam on 12 and 13 September, with Putin among the leaders expected in Delhi. Jaishankar is in Kyiv in the gap between those two Russian encounters.
First standalone trip to Ukraine
This is Jaishankar's first standalone visit to Ukraine. Prime Minister Modi went to Kyiv in August 2024. No Indian cabinet minister of this rank has made a dedicated bilateral stop since then. The MEA announcement on 2 September listed the dates as 3 to 5 September. Hindustan Times reported that the minister landed in Poland first, with Ukraine the next stop.
On 26 August the two foreign ministers spoke by phone. Ukraine's foreign ministry said Sybiha briefed Jaishankar on intensified attacks on Ukrainian ports and Black Sea routes, and on freedom of navigation. Grain loadings from Ukrainian ports have already been cut this August by strikes on the sea lanes. That file will sit on the table in Kyiv whether the joint statement mentions it or not.
Sergiy Kyslytsya, first deputy head of the Ukrainian president's office, met India's ambassador in Kyiv, Anjani Kumar, in the days before the visit. Kyslytsya wrote that they discussed prospects for the relationship, "including India's role in efforts to end Russia's war against Ukraine." That is Kyiv's phrasing, not Delhi's.
An Indian death in Boryspil
The visit follows a sixth straight night of heavy Russian strikes around Kyiv. An Indian citizen was killed in Boryspil. Another was injured. The Indian embassy said it was in touch with the family and working on repatriation of the remains. Those facts change the tone of a call that would otherwise have been only about ports, grain and a peace process India does not formally mediate.
Poland is not a courtesy stop. New Delhi and Warsaw announced a strategic partnership in 2024. The listed workstreams are trade, investment, technology, agriculture, connectivity, mining, energy, environment, digital cooperation and defence. Polish Prime Minister Donald Tusk is expected in India. Ambassador Piotr Antoni Switalski has called the planned visit a continuation of the political dialogue. Jaishankar's hours with Sikorski are the working meeting that precedes that trip.
What India is balancing
India buys discounted Russian crude, sits in SCO and BRICS with Moscow, and still keeps an embassy and a political channel in Kyiv. Russian crude's share of India's slate fell in August from July's record, but the relationship has not been broken. Modi's Bishkek line to Putin was the most direct public wording Delhi has used on the war in months. Sending the foreign minister to Kyiv ten days before hosting Putin in Delhi is how that line is made visible to Europeans without a rupture with Moscow.
Poland has been one of the loudest European voices on military support for Ukraine. Sikorski will press that case. Sybiha will press it again in Kyiv. Jaishankar's brief, on the record, is enhancement of bilateral relations. Off the record, the useful test is narrower: whether India offers any practical step on reconstruction, grain corridors, or evacuation of its own nationals that Kyiv can point to after the minister leaves.
The trip ends on 5 September. BRICS opens a week later. The two events will be read together in Moscow, Kyiv and Warsaw, whatever the joint statements say.
