India and China open a corps-commander channel in Arunachal after the Taksing scare

India and China held their first senior-most military commander flag meetings in the Arunachal sector on 6 and 7 September, the Ministry of External Affairs confirmed on 8 September. The Indian sitting was at the Border Personnel Meeting point at Wacha, north of Kibithoo in Anjaw district. The Chinese sitting was at Damai the next day. Lt Gen Girish Kalia, commander of 3 Corps, led the Indian side. That corps covers a large share of the 1,140-kilometre Line of Actual Control in the state.

MEA spokesperson Randhir Jaiswal tied the new channel to written understandings between the Special Representatives, National Security Advisor Ajit Doval and Chinese foreign minister Wang Yi, in August 2025 and August 2026, and to Working Mechanism for Consultation and Coordination meetings in Beijing in May and in New Delhi in August. A similar commander-level arrangement already exists in the western sector. Jaiswal said both sides noted progress on the consensus reached by Prime Minister Narendra Modi and President Xi Jinping in Kazan in October 2024 and in Tianjin in August 2025, and recorded the restart of people-to-people traffic, including the Kailash Manasarovar yatra and trade through the three designated passes.

The military timing is tighter than the diplomatic language. Indian sources said the two meetings came within a month of a misunderstanding between patrols near Taksing in Upper Subansiri. Reports in the Indian press described Chinese troops moving with more visible posture in that pocket. Flag meetings at corps commander rank are meant to catch that kind of incident before it becomes a weeks-long standoff. They do not settle the boundary. They give two men with radios a room and a protocol.

The political calendar sits behind the protocol. Xi is due in India for a BRICS gathering. The Special Representatives have been told, in the MEA's own words after the last round, to keep seeking a political settlement of the boundary "in the context of their overall and long-term interests." That sentence has been used for years. What is new is the eastern-sector commander channel. Until this week the highest regular military contact in Arunachal sat below that rank.

3 Corps is based at Dimapur and is built for the mountains that run from Kibithoo to the Tawang shoulder. Putting its commander across a table at Wacha and then sending him, or his opposite number, to Damai creates a documented habit. If a patrol clash happens in Upper Subansiri in October, both capitals will be asked whether the new channel was used in the first 24 hours. That is the test that matters more than the communiqué.

The boundary question is unchanged. India and China still do not agree where the line sits in several pockets of Arunachal. They do now have a named room on each side of that line for the men who command the troops who walk it. Whether that room stays a courtesy or becomes the first call after a flare-up will be visible the next time Taksing, or a place like it, appears in a situation report.
