The Election Commission of India has ordered a Special Summary Revision of electoral rolls in four states and two Union Territories. The exercise covers Arunachal Pradesh, Mizoram, Odisha, Sikkim, Chandigarh and Dadra and Nagar Haveli & Daman and Diu. Revision work begins this month and the final rolls are scheduled for publication on January 21, 2027.
A Special Summary Revision updates the voter list by adding new eligible voters, correcting entries and removing names of people who have died or moved. In states already under the Special Intensive Revision process the Commission has separated Form 6, the form used for fresh registration, from an accompanying declaration in the online system. It had already withdrawn the declaration from digital platforms in states where the intensive revision is complete.
The Commission’s decision comes amid ongoing debate over the Special Intensive Revision that has been under way in several larger states. Opposition parties have raised concerns about the scale of deletions and the documentation required. The Commission has said the process follows existing rules and that voters can still add or correct entries through the normal channels. The four states and two Union Territories now entering the summary revision are smaller in population than the states already under intensive review, but the same procedures for claims and objections will apply.
Draft rolls for the new revision are expected around November 30. Voters and political parties then have a window to file claims and objections before the final publication date. The Commission has also announced additional checks on its own staff in response to internal complaints that surfaced during the larger intensive exercise. Those checks do not alter the timeline for the six jurisdictions covered by the current order.
Accurate rolls matter for the next round of assembly and local elections in these states and Union Territories. The January 21, 2027, publication date gives election officials and parties several months to prepare after the final list is locked. Any large-scale changes in the number of registered voters will appear in the published rolls and can be examined against the claims and objections filed during the revision window.
The Commission has not linked the new summary revision to the intensive process under way elsewhere. It has treated the six jurisdictions as ready for the ordinary annual update once the intensive work in other states is accounted for in the online system. Voters in the listed states and Union Territories can check their entries on the Commission’s portal once the draft rolls appear and can submit corrections before the January deadline.
