China opens an anti-dumping case on EU p-nitrotoluene, with a margin claim above 100 percent
The Ministry of Commerce said on Saturday it had opened a case, from 3 October, into EU exports of p-nitrotoluene after a 14 September petition from Jiangsu Huaihe Chemicals and Hubei Dongfang Chemical. The dumping period runs from July 2025 to June 2026. The applicants put the margin above 100 percent.

China's Ministry of Commerce opened an anti-dumping investigation on Saturday into p-nitrotoluene from the European Union. The case starts on 3 October. It follows a petition filed on 14 September by Jiangsu Huaihe Chemicals and Hubei Dongfang Chemical, writing on behalf of the Chinese industry. The ministry said the file contained preliminary evidence of dumping and of injury to domestic producers.
The product is a small, specific chemical with a wide set of buyers. P-nitrotoluene, also called 4-nitrotoluene, formula C7H7NO2, is a feedstock for dyes, pigments and some drug intermediates. It is not a consumer good. A duty on it shows up months later in the price of colourants and in the cost base of plants that cannot switch feedstock quickly. That is why a case with almost no public profile can still move procurement desks in Germany, Belgium and the Chinese coastal provinces at the same time.
The periods are set. Dumping will be examined from 1 July 2025 to 30 June 2026. Injury to the domestic industry will be examined from 1 January 2022 through 30 June 2026. The investigation is due to finish by 3 October 2027, with a possible six-month extension. In the public version of the petition, the two Chinese producers said EU exporters had used low prices to hold or grow their share of the Chinese market, and that the dumping margin on EU-origin material was above 100 percent. A margin figure in a petition is an allegation from the applicants, not a finding. It does tell European exporters what number they have to rebut.
MOFCOM's announcement, numbered 2026/44 in the Chinese text carried by Xinhua, cites Article 16 of China's anti-dumping regulation as the basis for opening. The scope is EU-origin p-nitrotoluene, under the English names p-nitrotoluene, para-nitrotoluene, PNT, p-NT and 4-nitrotoluene. Imports from outside the EU are outside the case. That cut matters for traders who can switch origin. It also matters for EU plants that ship through a third country. Rules of origin will be part of the argument if duties arrive.
The commercial stake is narrower than a car or a solar case, and the procedure is the same. Exporters will be asked for two years of pricing, cost and volume. The two Chinese applicants will be asked to show lost sales, price depression and capacity left idle. A margin above 100 percent, if it survived verification, would point to duties large enough to push EU material out of the Chinese market rather than merely shave it. European producers can argue the comparison is wrong: different grades, different contracts, a Chinese price held down by domestic oversupply. Those arguments are why the case runs for a year.
The political calendar sits underneath the chemistry. Beijing and Brussels are already in a run of trade cases, from electric vehicles to spirits to medical devices. A dye intermediate does not reset that relationship. It adds one more file in which each side can raise or drop a duty without touching the larger argument. For the two Chinese firms named in the petition, Huaihe and Dongfang, the case is simpler. They asked for protection. They now have a formal clock, a defined injury window back to 2022, and a public claim that EU prices undercut them by more than the value of the product itself.
Nothing is payable yet. Opening a case is not imposing a duty. Provisional measures, if the ministry takes them, would come later in the timetable, not on the day of the notice. Buyers who contract EU p-nitrotoluene for 2027 delivery will price the risk anyway. A 100 percent margin claim, even untested, is a number a purchasing manager can show a board.
