President Volodymyr Zelensky said on Tuesday that Ukrainian intelligence had fresh information of Russian preparations for a mass strike, and that Kyiv was moving air-defence assets in response. He spoke after a coordination meeting with ministers, military commanders and emergency services. The defence minister and the Air Force commander briefed him on where systems were placed and on coverage of designated sites. In the afternoon he said Ukraine was securing ammunition for its F-16s, interception rounds and interceptor missiles. He singled out ballistic-missile defence as the supply problem that still sits entirely with partners.
The evening address sharpened the public warning. Zelensky told people to heed air-raid alerts. He said emergency services and the Air Force were ready, and that the scale of any response depended on the defensive kit partners had actually delivered. His line, carried by the Kyiv Post, was that a great deal depends on every leader and every country that holds the weapons Ukraine has asked for. That is a supply sentence, not a description of the raid he expects.
Hours later the Air Force reported that three Tu-160 strategic bombers had taken off from Belaya airbase in Irkutsk, in Siberia. If those aircraft fired cruise missiles, the Air Force said, the weapons could enter Ukrainian airspace sometime after 3 am local time. It asked people not to ignore alerts and to stay in shelters. A Tu-160 is a swing-wing bomber built to carry long-range cruise missiles. Three aircraft leaving Belaya is a launch warning, not a confirmation that missiles are in the air. The Air Force has used this pattern before: a takeoff report, a window, an instruction to shelter. Some of those warnings have been followed by strikes. Some have ended with the bombers returning without a launch.
The geography is the useful detail. Belaya is in Irkutsk oblast, thousands of kilometres from Ukraine. A bomber that takes off there has a long transit before a launch point over western Russia or the Caspian approaches. The 3 am window is the Air Force's estimate of when a cruise missile fired on that profile would cross the border, not a claim that a launch had already happened by the time of the evening address. Readers who treat the takeoff as the strike itself will mis-time the night.
Zelensky's afternoon point on ballistic missiles does not map one-to-one onto a Tu-160 launch. The Tu-160's usual long-range load is the cruise missile, which Ukraine has been shooting down with a mix of fighters, surface-to-air systems and mobile groups. Ballistic missiles, which he called the hardest supply problem, come from other launchers. A night that begins with three Tu-160s can still include ballistic shots from elsewhere. He separated the two problems on purpose. Cruise-missile ammunition is being secured, he said. Ballistic defence is the line that still depends wholly on what partners release.
The same day, Russian officials described a large Ukrainian drone raid toward Moscow, with the mayor citing more than 650 incoming drones and the regional governor reporting two dead. The two warnings are not a single battle. One is Ukrainian drones over the Moscow region. The other is a Russian bomber movement out of Siberia, plus a presidential alert in Kyiv. They can run on the same night without being the same operation.
What the Air Force has not said is whether the three Tu-160s launched, how many missiles were on the pylons, or which oblasts sit in the after-3 am window. Those facts arrive, if they arrive, with the morning interception report. Until then the verified sequence is the afternoon intelligence warning, the evening shelter order, and three bombers off Belaya.
