Xi lands in Cairo for first Egypt state visit in a decade as the Iran war redraws the map

Chinese President Xi Jinping stepped onto the tarmac at Cairo International Airport on Tuesday evening, 1 September, for his first state visit to Egypt in ten years. President Abdel Fattah el-Sisi and First Lady Entissar Amer met him and Peng Liyuan on a red carpet lined with honour guards, folk dancers and students holding both flags. The trip is the second stop on Xi's overseas itinerary this year after the Shanghai Cooperation Organisation summit in Bishkek.
The date is not accidental. 2026 is the 70th year of diplomatic relations between Beijing and Cairo. Xi published a signed article in Al-Ahram, Al-Akhbar and Al-Gomhuria before he landed, titled "Celebrating 70 Years of Solidarity, China and Egypt Embark on a New Journey." He recalled his last visit a decade ago and quoted an Egyptian saying: once you drink from the Nile, you are destined to return.
Egyptian presidential spokesman Mohamed el-Shennawy said the visit is meant to deepen the Comprehensive Strategic Partnership signed in 2014 and to check how that agreement has been carried out. El-Sisi has travelled to China eight times since he took office. Xi's written arrival remarks described the two states as ancient civilisations whose official friendship has lasted through changes in the regional order.
Trade, the canal and a lopsided ledger
China is Egypt's largest trading partner in non-petroleum goods. Egypt's State Information Service put two-way trade at nearly $20.7 billion by the end of 2025. Cairo wants that figure above $25 billion this year and has been talking about converting some Chinese debt into investment.
The numbers underneath the headline are uneven. CAPMAS recorded Egyptian exports to China of $840.8 million in the first half of 2026, almost three times the earlier baseline. Imports from China in the same six months stood at $10.4 billion. That gap is the political problem Sisi has to manage while he courts more factories in the Suez Canal Economic and Trade Cooperation Zone, which he and Xi opened together ten years ago.
Chinese firms already hold positions in Egyptian ports, assembly plants and clean energy. Egyptian media said the 2 September talks would produce agreements on artificial intelligence, transport, energy and further investment in the canal zone. Political scientist Ayman Salama told local outlets that Cairo wants Chinese money in its electronics and AI industries, not only in bulk infrastructure.
Soldiers, aid and the Iran war
Egypt still receives about $1.3 billion a year in United States military aid. Last month it hosted the second annual "Eagles of Civilisation" exercises with China, including mid-air refuelling of Egyptian jets by Chinese aircraft. The drills began in 2025. They sit next to a war that started when the United States and Israel struck Iran on 28 February and has since interrupted tanker traffic through the Strait of Hormuz and raised insurance costs on Red Sea routes that feed the canal.
Both capitals face the risk of secondary United States sanctions over financial links to Iran. Jordan's King Abdullah II visited Beijing recently for the same reason. Egyptian coverage said Xi and Sisi would discuss Gaza, Iran, and shipping through the Red Sea and Hormuz when they meet on 2 September.
Xinhua's commentary before the visit called the two countries "close brothers standing by each other" against imperialism and colonialism. El-Sisi, in a message read by Information Minister Diaa Rashwan at a 70-year ceremony organised with China Media Group, called Xi a dear guest on the banks of the Nile. The language is ceremonial. The practical file is who pays for factories, who trains pilots, and who Egypt can still count on if Washington's security guarantee looks less reliable than it did before February.
What the visit can and cannot settle
Xi said China is ready to work with Egypt on the five China-Arab cooperation frameworks and on the ten partnership actions for modernisation with Africa, using Egypt's position between the two regions. That is the diplomatic offer. The constraint is Egypt's existing military and financial ties to the United States, which no two-day visit erases.
The test after the motorcades leave will be narrower. Did the two sides sign the AI and energy papers Egyptian media previewed. Did they put a number on debt-for-investment conversions. Did they say anything operational about canal traffic if Hormuz stays disrupted. Those answers, not the red carpet, will show whether the decade since the last visit produced a working partnership or only a calendar of anniversaries.
