Uttar Pradesh officials said on Friday, 4 September, that more than 17,500 people had been evacuated and that 26 districts were under flood water. Separate briefings put the rescued figure just above 17,000. Both numbers describe the same operation: boats, schools used as shelters, and police and provincial armed constabulary moving families off river islands and low wards.
The India Meteorological Department said Delhi-NCR could see light to moderate rain and thunderstorms on 4 September, with heavier falls over parts of north, central, east and northeast India. That forecast sits on top of a monsoon that has already burst river banks along the Ghaghara, Rapti, Ganga and their tributaries. UP is not the only state in the water. It is the one posting a running evacuation count on a Friday morning.
Flood season in the Gangetic plain is not a surprise. What changes year to year is which embankment gives way and how fast the district magistrate can find boats. Officials did not, in the first Friday notes, publish a statewide death toll to sit beside the 17,500 figure. That usually comes later and is fought over. The operational fact is the movement of people.
Shelters fill first with those who live inside the river’s old meander, where land is cheap and titles are thin. Schools stay closed. Livestock go to the same high ground as the families. Relief rice and tarpaulin move on the same trucks. None of that is new. The number of districts, 26, is the measure of how wide this pulse is.
Nepal’s disaster of 26 August and the El Niño that the World Meteorological Organization has already called outsized are the larger weather file. UP’s 26 districts are the local one. A state that counts more people than Brazil cannot treat a 26-district flood as a single photo. It is a set of separate rivers with separate engineers and a shared shortage of pumps.
The next 72 hours depend on the IMD chart. If the heavy belt stays over the upper catchments, the 17,500 figure will grow. If it shifts east, Bihar and West Bengal pick up the same work. For Friday the record in Lucknow is the one that can be checked: 26 districts, more than 17,000 people moved, storms still on the map for the capital region.
