US Secretary of State Marco Rubio to Visit Mumbai and Jamnagar During 17-22 October Tour

US Secretary of State Marco Rubio will visit Mumbai and Jamnagar in India between 17 and 22 October. The State Department announced the itinerary on 13 October as part of a tour that also takes Rubio to Samarkand in Uzbekistan. Indian officials have not yet released a detailed agenda, but the stops follow months of talks on a bilateral trade agreement and on energy cooperation.

Jamnagar is home to the world's largest oil-refining complex, operated by Reliance Industries. A visit there places the secretary in direct contact with a major private-sector energy asset at a time when global oil flows remain constrained by the conflict around the Strait of Hormuz. Mumbai, the country's financial centre, offers a venue for meetings with business leaders and with the Maharashtra state government. External Affairs Minister S. Jaishankar said earlier this week that India and the United States are nearing a "landing point" on the trade pact that has been under discussion since early 2025.

The trip comes after the National Payments Corporation of India postponed the introduction of a merchant discount rate on certain UPI transactions above ₹2,000 until after Diwali. Traders had argued that an earlier start would dampen festive sales. Inflation in India reached 5.54 percent in September, a near two-year high, according to government data. The IMF recently raised its growth forecast for India to 7 percent for 2026-27, citing stronger domestic demand.

No joint statement has been scheduled. The practical questions for the visit are whether any incremental progress on the trade text is announced, whether energy-supply arrangements are discussed in light of Hormuz disruptions, and whether Rubio meets specific state leaders in addition to central ministers. The itinerary itself confirms that the two commercial cities are on the secretary's route.
