US says Space Force already has weapons on orbit
Air Force Secretary Troy Meink told a National Harbor conference on 14 September that on-orbit space control weapons are now defending US forces. He refused to say whether they are kinetic or have been tested. First AMTI tracking satellites launch this month.

Air Force Secretary Troy Meink told an industry conference at National Harbor, Maryland, on 14 September that the United States Space Force now operates on-orbit space control weapons capable of defending the joint force against hostile adversary action. It is the first time a US cabinet-level official has said, in public, that American weapons are already circling the Earth.
Meink chose the phrasing on purpose. After the keynote at the Air and Space Forces Association Air, Space and Cyber Conference, he told the room the words were very well thought out. He would not say whether the systems are kinetic, meaning they hit a target, or non-kinetic, meaning they jam, dazzle or otherwise disable it. He also refused to say whether they have been tested. Talking about the details of what we are doing would actually not benefit that deterrence, he said.
The admission closes a long gap between what Washington has accused others of doing and what it would admit about itself. For years, Pentagon officials have described Chinese and Russian satellites practising close approaches, laser dazzling and radio-frequency jamming against American spacecraft. They have spoken of counter-space work and space fires. They have not, until Monday, said the United States already fields its own weapons in orbit.
The Outer Space Treaty of 1967 bars weapons of mass destruction in space. It does not bar conventional weapons. Meink did not mention the treaty. He framed the deployment as a reply to a threat that already exists. It is critically important that we maintain our dominance, not only in the air but in space, he said. So, we have had to take steps to make sure that when we are threatened, we can take care of that.
Golden Dome, interceptors and a September launch
The same speech tied the new disclosure to two programmes that sit inside President Donald Trump's Golden Dome missile-defence plan. The first is the Space-Based Interceptor, a satellite designed to knock down adversary missiles from orbit. Meink said the programme has moved from first contracts to flight-ready hardware in under a year. Providers have cleared Gate One, which covers design and component tests, and are moving to Gate Two, which requires a prototype. The Space Force is running a prize competition to test whether the interceptors can be built at a price and a scale that matter. Officials have floated an initial capability as early as 2028. Gen. Michael Guetlein, the Golden Dome director, has been pressing that timetable since August.
The second programme is Space-Based Air-Moving Target Indication, a constellation built with the National Reconnaissance Office to track aircraft from orbit. Meink said the first satellites will launch this month. In May the Space Force awarded SpaceX contracts tied to the tracking network and a related Space Data Network, reported at different dollar figures depending on whether the count is the constellation build or the launch tasking. What is not in dispute is the schedule: hardware is leaving the pad in September 2026.
Taken together, the three items, weapons already on orbit, interceptors heading toward flight, and a tracking constellation starting this month, describe a force that has stopped treating space as a sanctuary. Last December Trump signed an executive order that restated the Space Force's job as both defending American satellites and conducting attack missions. Meink's sentence on Monday put that order into the present tense.
What the silence is for
Allies and rivals will now try to work out what space control weapons means. The possible list is short and public. A satellite can fire a projectile. It can release a cloud of debris or a net. It can aim a laser at an optical sensor. It can flood a radio band. It can pull alongside another satellite and use a robotic arm. None of those methods is new on paper. What is new is an American official saying some version of that list is already flying.
The silence about tests is the point. If a system has been proven, advertising the proof helps an adversary write a countermeasure. If it has not been proven, advertising the claim still forces that adversary to spend money and attention. Meink made both readings available and endorsed neither.
China and Russia have already built the political reply. Beijing has spent years arguing at the United Nations that Washington is militarising orbit. Moscow has used the same line while testing its own anti-satellite weapons, including a 2021 debris-generating strike that drew a US protest. Meink's sentence gives both capitals a citation they did not have last week.
The practical question for operators is debris and insurance. A kinetic shot in low Earth orbit can seed fragments that last for years. Commercial constellations that now carry most of the world's internet and imaging traffic share those altitudes. Meink said the space environment is critical for military and economic security and that the United States needs to make sure it can operate freely there. He did not say how a live engagement would be limited so that the second half of that sentence still holds.
Congress has not held a public hearing on the disclosure. The first AMTI satellites are due off the pad before that hearing could be organised. The record, as of 14 September, is a single prepared sentence, a refusal to add a second, and a launch calendar that does not wait.
