US Treasury Secretary Scott Bessent announced on 24 August 2026 the start of Operation Economic Outcast, an expanded campaign of secondary sanctions intended to sever remaining economic lifelines of the Iranian government. The measures target five sectors—digital assets, technology, gold, aviation and shipping—and designate more than 60 entities, individuals and vessels worldwide.
Bessent described the operation as an economic onslaught comparable in scale to earlier military efforts. "Our objective is to sever every economic lifeline that sustains this tyrannical regime until Tehran stands alone," he said. He stated that the Treasury had mapped every node, facilitator and network used by Iran to move oil and evade prior restrictions.
The new sectoral determinations broaden secondary-sanctions risk for any third-country company or government that continues business with Iran in the listed areas. Bessent warned that economic engagement of any kind with the regime would expose those responsible to the full reach of American power and that no party stood above US sanctions.
President Trump has contacted world leaders to request they halt commercial ties with Iran. Bessent declined to name specific countries but indicated that timelines for compliance had been communicated privately and that patience was limited. He said an announcement concerning a major financial institution was expected within the week.
The campaign follows months of military pressure that the administration says has degraded Iranian military and nuclear capacity. Bessent framed the economic phase as the endgame, designed to force Tehran to choose between complete isolation and a negotiated return to normal commercial relations.
Iran has responded by vowing resistance and accusing the United States of seeking talks while applying pressure. Chinese officials called the new measures illegal and said Beijing would safeguard its interests. Iran remains a significant oil supplier to China and other Asian buyers, making secondary sanctions on shipping, insurance and payment channels particularly consequential.
Oil prices rose after the announcement on concerns that further disruption of Iranian exports could tighten global supply. Markets also watched for possible Iranian counter-actions in the Strait of Hormuz or against commercial shipping, though no immediate kinetic escalation was reported on 25 August.
The Treasury’s Office of Foreign Assets Control simultaneously sanctioned entities alleged to facilitate nuclear and missile procurement, cyber operations and oil revenue. Designations included Hong Kong and mainland Chinese firms and individuals linked to technology transfers.
Previous rounds of sanctions had already constrained Iran’s formal banking access and oil exports. Operation Economic Outcast aims to close residual grey-area channels—cryptocurrency transfers, gold trade, aviation links and ship-to-ship transfers—that have sustained revenue. Success will depend on enforcement capacity and the willingness of third countries to absorb the cost of secondary sanctions.
Bessent emphasised a zero-leakage approach: no minimal breathing space for the regime to rebuild capacity. The durability of the campaign will be measured by whether it produces measurable reductions in Iranian oil exports and foreign-exchange inflows within weeks rather than months.
