Extent of the Outages
Ukrainian President Volodymyr Zelenskyy reported that Russian strikes left approximately 280,000 households without electricity. Of those, about 200,000 were in the Dnipro region and more than 80,000 in the Kyiv region. The figures were given as the localized Kherson ceasefire expired on November 1.
Emergency crews began restoration work in the affected areas. Previous waves of strikes on energy infrastructure have produced similar regional blackouts, with repair times depending on the scale of damage to substations and transmission lines.
Context of the Strikes
The power losses occurred while a six-day humanitarian pause operated in the Kherson sector. Fighting continued in other regions throughout that period. Ukraine's air alert system issued a false radiation warning over Kyiv on Sunday evening after an apparent compromise of the alert network. No actual radiological event was confirmed.
Russian forces have repeatedly targeted Ukrainian energy facilities since the full-scale invasion began. Kyiv has responded with long-range drone strikes on Russian oil refineries and industrial sites, including the reported attack in Nizhny Novgorod.
Immediate Effects
Households in the Dnipro and Kyiv regions face temporary loss of lighting, heating, and water pumping capacity until repairs are completed. Local authorities have not released a detailed restoration timetable. The outages add to the cumulative strain on the grid as winter approaches.
Further strikes remain possible as both sides continue operations outside the now-expired Kherson pause. Repair crews will work under the same air-defense conditions that have characterized previous energy-targeting campaigns.
