UK to Share Storm Shadow Missile Blueprints with Ukraine

British Prime Minister Andy Burnham has agreed to share classified blueprints for the Storm Shadow cruise missile with Ukraine, allowing Kyiv to produce the weapon itself.

The announcement came during Burnham’s first visit to Kyiv as prime minister, where he met President Volodymyr Zelensky and co-chaired a meeting of the Coalition of the Willing. France has already taken similar steps with its equivalent SCALP missile.

Storm Shadow, jointly developed by Britain and France, has a range of approximately 550 kilometres and has been used by Ukrainian forces against military targets inside Russia. Until now, the UK has supplied finished missiles. Providing the production data is intended to increase the volume available to Ukraine without relying solely on British and French stocks.

The missiles cost around £1 million each and are designed to penetrate hardened targets. Analysts note that while the technology transfer is significant, Ukraine’s more immediate need remains air-defence interceptors to counter Russian ballistic missiles, an area where progress has been slower.

Russia has previously warned that such transfers would make the supplying countries parties to the conflict. Burnham’s government has stated it is prepared to continue supporting Ukraine “to the hilt.”

Ukraine is already developing its own long-range systems under programmes such as Project Brakestop and has demonstrated the ability to scale production of cheaper cruise missiles and drones. The Storm Shadow data is expected to complement those efforts by adding a proven, higher-end capability against fortified sites.
