Security forces killed two men they identified as Pakistani Jaish-e-Mohammad militants in a high-altitude forest belt of Udhampur district on 17 September, officials said. The joint search by the Army, police and the Central Reserve Police Force began around 9 p.m. on 16 September in the Bratil Soan and Khubban areas of Majalta after reports of movement.
Udhampur sits on the Jammu side of the former state, on routes that militants have used to move between the Pir Panjal and the Chenab belt. Night searches in those forests are a standard response to a specific kind of report: a sighting, a shepherd's account, or intercepts that suggest a pair rather than a large group. Officials described both dead men as Jaish cadres. They did not, in the first briefings, release names, ages, or the village in Pakistan they were said to have come from. Those details usually follow once fingerprints and documents, if any, have been checked against older files.
Jaish-e-Mohammad is a UN-listed group. India has blamed it for the 2001 Parliament attack and the 2019 Pulwama bombing. A two-man contact in Udhampur is not those events. It is a reminder that the Jammu forests have been an active infiltration and transit zone again in the past two years, after a long period in which the public map of militancy was drawn mostly north of the Pir Panjal. Each confirmed killing is used in New Delhi as evidence that the grid still works. Each confirmed Pakistani identity, if it holds, is used as evidence that the push is still coming from across the line.
The detained man, described as an over-ground worker, is the part of the story that local police will work next. Over-ground networks are how pairs eat, move and find a barn. If the detention produces names of villages and phone numbers, the operation will widen into the inhabited belt below the forest. If it does not, the file stays as a contact in the trees.
Officials said the search began on a tip about suspicious movement, not after an attack on a camp or a highway. That sequence matters. An encounter that starts from a search is a different political object from an encounter that starts from a dead soldier on a road. No security-force fatality was reported in the first accounts.
