Romania's interior ministry and naval authority called it a serious maritime incident. The ship was described as sinking. The authorities did not give a cause.
A grain ship on fire outside the twelve-mile line is a Romanian rescue problem and a flag-state problem at the same time. Romania's coastguard and navy can reach it. The investigation into the ship itself sits, in ordinary maritime law, with St Kitts and Nevis, the flag, and with Turkey if the owner and the crew contracts are Turkish. Monday's notice did not say which authority had opened a file. It said two were dead, eleven were alive, and the hull was going down.
Grain, a flag, and a sea that is not empty
The Black Sea grain route is the one Ukrainian and Russian ports have used, when they have been able to use it, to move wheat, maize and sunflower oil toward the Bosphorus. A ship named in a Romanian rescue report on a Monday in October is on that sea whether or not it loaded in Odesa, Constanța or Novorossiysk. The notice does not give the last port or the next one. It gives the cargo class, grain, which is enough to say the ship was not a warship and not a tanker.
A flag of St Kitts and Nevis on a Turkish-described grain ship is a common arrangement. Open registries sell the flag. The owner can sit in Istanbul, the manager in another city, the crew on a third set of contracts. When two people die, that split decides who calls the families and who writes the casualty report. Romania's role, on the facts it published, was the rescue. Eleven people are off the ship. Two are not.
What the next notice has to contain
A fire that sinks a grain ship has a short list of origins that insurers already know. A cargo that heated. An engine-room fire. A strike from outside the ship. The Romanian authorities did not pick one. Wire summaries earlier in the day had said Ukraine blamed Russian drones for a fire on a ship in the Black Sea. The Reuters account of the Romanian notice, which is the account with the ship's name, did not carry that claim. Until Constanța or a navy spokesman attaches a weapon to the Royad Mammadov, the drone line is a separate allegation about a sea where drones have hit merchant ships before, not a finding about this hull.
The useful next facts are ordinary and missing. Where the eleven were landed. Whether the two dead were recovered. What the grain was, and whether any of it is still in a hold that is now underwater. Who the owner is. A sinking outside territorial waters does not give Romania a wreck to inspect at leisure. It gives a rescue report, which is what Monday produced, and a flag state that has not yet spoken in the wires.
