U.S. President Donald Trump said on Sunday, October 11, 2026, that Russia and Ukraine had agreed to an energy ceasefire effective immediately. He posted the claim on Truth Social: "Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!"
Ukrainian President Volodymyr Zelenskyy said the announcement was news to him. He told Axios that if Trump had negotiated it with Russian President Vladimir Putin, Kyiv needed to know when it would begin. "We are ready and we will accept it" if Russia agrees, Zelenskyy said. He later reported that Russian drones hit a power plant in Kyiv and energy facilities in the Kharkiv region after Trump's post.
No immediate confirmation came from Moscow. The Kremlin has not commented on the claim. Trump provided no details on how the agreement was reached or what monitoring would enforce it.
The announcement followed days of tension over energy infrastructure. On Friday Trump and Putin announced a deal under which Russia would supply more than 300,000 metric tons of diesel to U.S. and global markets. The Treasury Department authorized temporary sanctions relief to facilitate the shipments. Trump has argued that Ukrainian strikes on Russian refineries have driven up diesel prices in the United States. He has pressed Zelenskyy to stop those attacks.
Zelenskyy has said Ukraine is ready to halt strikes on Russian energy sites if Russia stops attacking Ukrainian power plants and infrastructure. He has described the diesel deal as a concession to Moscow that could fund Russia's war effort. On Saturday Trump suggested it might be time for Ukraine to replace Zelenskyy with a leader more willing to negotiate.
European leaders offered support for the idea of an energy ceasefire. British Prime Minister Andy Burnham said Britain strongly supports Trump's call for a sustained energy ceasefire to start now. France, Canada and the European Union also expressed backing. Zelenskyy spoke with Canadian Prime Minister Mark Carney, Finnish President Alexander Stubb and NATO Secretary General Mark Rutte after the announcement.
This is not the first time Trump has declared an energy ceasefire. On September 14 he made a similar claim that did not hold. Russian strikes on Ukrainian energy facilities have continued throughout the war, which began with Russia's full-scale invasion in February 2022. Ukraine has responded with long-range drone attacks on Russian oil refineries and other targets inside Russia.
The latest claim comes as both sides continue to trade strikes. Ukrainian officials reported power cuts in Kyiv after a drone hit a plant there. Additional strikes hit energy sites in Kharkiv. Russian authorities have reported Ukrainian drone attacks on their territory in recent weeks.
Diesel prices remain elevated in the United States. The national average for diesel stood near $6.25 a gallon in recent days, roughly double the level from a year earlier. Trump has linked the high prices to Ukrainian strikes and has said the Russian supply deal will help bring them down. Critics in Congress, including some Republicans, have questioned the decision to ease sanctions on Russian fuel.
Zelenskyy has repeatedly called for a full ceasefire and has said Ukraine would hold elections if Russia agreed to a 60-day pause. He has argued that partial arrangements on energy alone will not stop the fighting. Russian forces continue ground operations in eastern Ukraine while both sides target each other's energy systems.
The White House has not released further details on the claimed ceasefire. Ukrainian officials said they were waiting for information from the American side. For now, the statement from Trump stands as an unverified claim that Kyiv has conditionally accepted and that Moscow has not publicly confirmed. Whether attacks on energy infrastructure stop in the hours and days ahead will show whether any arrangement exists beyond the announcement.
