Trump Claims Energy Ceasefire with Russia and Ukraine as Diesel Deal Draws Criticism

US President Donald Trump posted on Truth Social on 11 October 2026 that Russia and Ukraine had agreed to an energy ceasefire effective immediately. He wrote that both parties pledged not to attack each other's energy infrastructure and told them not to break it.
Neither Moscow nor Kyiv confirmed the agreement. Ukrainian President Volodymyr Zelenskyy said the proposal was news to him and that Russian strikes on energy sites continued after the announcement. Ukraine's foreign minister noted attacks on a power plant in Kyiv and facilities in Kharkiv hours later. Zelenskyy later said Ukraine would halt strikes on Russian refineries if Russia stopped attacking Ukrainian energy systems.
The claim followed a Friday announcement that Russia would supply more than 300,000 metric tons of diesel immediately, about 2.25 million barrels, plus 500,000 tons in November and a further million later. The US Treasury issued a general license temporarily easing sanctions on Russian fuel. Trump said the deal aimed to lower US diesel prices, which AAA reported at $6.28 a gallon.
Envoys Steve Witkoff and Jared Kushner told Ukrainian officials in Miami that the diesel arrangement was intended to draw Putin back to talks after previous efforts failed. Sources said the message was that the deal could soften Moscow's position by signalling openness to engagement. Trump has blamed Ukrainian refinery strikes for higher US fuel costs and suggested Ukraine needs a new leader more willing to negotiate.
European diesel prices fell about 5 percent initially after the ceasefire claim before recovering. Brent crude moved modestly. Analysts noted that even large diesel volumes would represent a small share of US transport demand. The deal provides Russia revenue that could support its war effort, critics said.
Some US lawmakers from both parties criticised the arrangement. Ukrainian and European officials expressed concern that it emboldens Moscow without requiring concessions. Trump defended the choice, saying he made the right decision and that the ceasefire was in place because he declared it.
Russia has not publicly confirmed either the ceasefire or the full diesel volumes. Kremlin statements have highlighted the US move as a shift. Ukraine reported Russian attacks continuing, including on a grocery store in Kharkiv that killed three and injured 20 earlier.
The sequence began with Trump's call with Putin. The diesel release was framed as a response to Ukrainian strikes on Russian refining capacity. Ukraine has claimed hits on multiple refineries in recent days. Trump has previously declared energy pauses that did not hold.
The announcements come as the war enters its fifth year. Diesel shortages and high prices have affected US farmers during harvest and become an issue before the 3 November midterm elections. European countries have reduced Russian energy imports sharply since 2022, though some residual purchases continue.
No joint statement from the three parties has appeared. Ukrainian officials said they held off some strikes after the announcement but saw no reciprocal action. The practical effect on fuel markets and the battlefield remains limited so far. Further shipments depend on the condition of Russian refineries, Trump said.
The claims and the deal have generated separate tracks of diplomacy and criticism. Verification of any ceasefire compliance rests on public reports from both sides and independent monitoring, which has not yet confirmed a sustained pause.
