Trump Announces Deal with Putin for Large Russian Diesel Supplies Ahead of Midterms

President Donald Trump announced on 9 October that he had reached an agreement with Russian President Vladimir Putin for Russia to supply diesel to US and global markets. Trump said the deal, struck during a phone call, would begin with more than 300,000 tons immediately, followed by 500,000 tons in November and 1 million tons thereafter, with a possible further 3 million tons depending on refinery conditions.
The Kremlin confirmed that the call paid considerable attention to the Ukraine crisis and that Russia reaffirmed its readiness to supply oil and petroleum products. Putin expressed confidence that the supplies would have a positive impact on the global economy. Russian Deputy Prime Minister Alexander Novak said Moscow would begin lifting diesel export restrictions ahead of schedule and stood ready to supply the US market. The US Treasury issued a temporary license allowing the shipments.
Trump described the call as highly successful and said diesel prices would come down quickly. He thanked Putin and noted that the United States already receives large volumes of oil but specifically wants diesel. The announcement reverses years of US pressure aimed at limiting Russian energy revenues that help fund the war in Ukraine. It comes weeks before US midterm elections and amid elevated fuel prices linked in part to the Iran conflict and earlier sanctions.
Ukrainian President Volodymyr Zelenskyy called the arrangement unfair and not honest. He said it looked like a birthday present for Putin and that gifts to Moscow would not produce peace. He argued that any sanctions relief should have been tied to an energy ceasefire protecting infrastructure on both sides. Ukrainian officials noted that the deal was announced while their negotiating team was meeting US envoys in Florida. The Kremlin said Kyiv had undermined immediate resumption of trilateral talks by launching drone attacks on Moscow and polling stations during recent voting.
Energy analysts have questioned whether the volumes will meaningfully lower US diesel prices, given existing global tightness and the time needed to move the fuel. The political effect is clearer: the deal opens a channel for Russian refined products into markets that had been restricted, at a moment when Washington is simultaneously imposing new sanctions on the International Criminal Court and managing other foreign policy files.
The phone call also covered the situation around Iran and bilateral economic matters. No public details emerged on any concrete progress toward a broader Ukraine settlement beyond the energy component. The immediate result is a partial reopening of Russian diesel flows under US authorization while fighting and strikes continue in Ukraine.
