To Lam opens a state visit to Russia, then flies to Macron and a Paris space summit

Vietnam's party chief and president, To Lam, arrived in Moscow on 7 September for a state visit that Vietnamese officials call the first of its kind by the country's top leader since 1991. Russian Deputy Prime Minister Dmitry Chernyshenko met him and his wife, Ngo Phuong Ly, at Vnukovo. Honour guards, two anthems and a review of the colours opened a trip that runs through 9 September in Russia and then on to Paris for talks with Emmanuel Macron and the International Space Summit on 9 and 10 September. The whole tour ends on 12 September.

The invitation list tells the purpose. Putin asked him to Moscow. Macron asked him to France. Lam left Hanoi with Politburo members who run organisation, publicity and strategy, plus Defence Minister Phan Van Giang, Foreign Minister Le Hoai Trung and Hanoi party secretary Tran Duc Thang. That is a working delegation, not a ceremonial one. One official familiar with the Moscow file said the aims are energy, defence and security. Russia remains Vietnam's largest arms supplier and a partner in nuclear power and in gas projects in waters also claimed by China.

Late August Hanoi protested Chinese building and land reclamation at Antelope Reef and Yagong Island, which Vietnam calls Ba Ba Island. Both Moscow and Paris stay formally neutral on the South China Sea. Alexander Vuving of the Asia-Pacific Centre for Security Studies said Lam will try to pull each capital a step toward Vietnam's side without forcing either to pick a camp. Visiting the two in one week is the method Hanoi calls bamboo diplomacy: bend, do not break, and do not stand in only one wind.

France is the second half of that bend. Airbus Defence and Space signed a space declaration with Vietnam during Macron's visit last year. Many of those deals were non-binding. The Paris summit is where Lam can turn paper into a calendar. It is his second official visit to France as the combined party and state leader. Vietnamese statements also frame the Moscow stop as a chance to lift oil, gas and nuclear work and to talk railways, ports and flights. Connectivity is the word both sides will use. Hardware is what Giang is in the room to discuss.

Lam has a wider September map. Sources told Reuters he also plans the United States and Canada later this month. The foreign ministry did not confirm those legs when first asked. The confirmed week is Russia then France. For an export economy watching tariffs and sea lanes, those two capitals cover weapons stock, energy finance and a European industrial partner that is not Beijing.

The 1991 marker is not nostalgia. It is a claim that the relationship has been waiting for a visit at this rank for a generation. Putin and Lam will be measured against that claim in the communique: new power-plant language, a defence line, or only a restatement of old friendship. Paris will be measured by whether the space file moves from declaration to a launch or a satellite contract.

China is the unnamed third party in both rooms. Hanoi's protests last month were specific: reefs, fill, structures. Lam does not need Moscow or Paris to denounce Beijing. He needs them not to treat Vietnamese gas work in disputed water as a problem they will help China stop. That is a lower bar than an alliance and a higher bar than silence.

By 12 September the trip will have produced photographs at Vnukovo, a Kremlin meeting and a Paris summit badge. The test is whether any of those pictures come with a number: a reactor timetable, a ship or aircraft package, a space payload. Until those numbers appear, the visit is what Hanoi said it was when the plane left: a display that Vietnam can sit with Russia on Monday and France on Wednesday and still call the posture its own.
