Theodore Roosevelt is at sea to relieve George Washington off Iran
The carrier left San Diego on 27 September with Air Wing 11, including F-35C fighters, Super Hornets, Growlers and Hawkeyes. The USS Theodore Roosevelt left San Diego on 27 September with Carrier Air Wing 11 and is heading for the Middle East, where it is due to relieve the USS George Washington. Chief of Naval Operations Admiral Daryl Caudle had already said, at a town hall on 31 August, that Theodore Roosevelt would be the next carrier sent to the Arabian Sea and was expected to take George Washington's place. The handover date has not been published.
Air Wing 11 brings F-35C Lightning II fighters, F/A-18E/F Super Hornets, EA-18G Growler electronic-warfare aircraft and E-2D Advanced Hawkeye radar planes. That mix is the practical content of the deployment. The F-35C is the stealth strike aircraft. The Super Hornet is the volume fighter and bomber. The Growler jams. The Hawkeye runs the air picture. Together they are what the Navy can keep over the Gulf of Oman and the approaches to the Strait of Hormuz while George Washington, which is based in Japan, prepares to leave the theatre.
A U.S. official told Bloomberg, in an account published on 1 October, that the Pentagon was also sending about 10,000 sailors and Marines toward the Gulf, and described the move as giving commanders more options if President Donald Trump chose to escalate strikes on Iran. The carrier's own departure is the part the Navy has put on the record. The troop figure is a single official's account. WORLD radio, in a Tuesday bulletin, described Theodore Roosevelt as a third carrier heading for the region. The Navy's public line, from Caudle in August and from the deployment notices since, is a relief of George Washington, which keeps two strike groups available rather than stacking a third on top of two that both stay.
What two decks change, and what they do not
A carrier on station can launch strikes without asking a host country for a runway. Two decks mean one can be in maintenance, or repositioning, while the other flies. They do not open the Strait of Hormuz. Shipping through the strait has already been disrupted by the war with Iran, and the International Chamber of Commerce has warned of fertilizer and grain effects from that disruption. A fresh air wing does not put minesweepers in the channel, and it does not insure a tanker.
Theodore Roosevelt's last public picture before this sailing was a Navy photograph from September, still on the California coast. The transit across the Pacific is the long part. The ship has to cross to the Central Command area before the relief can happen. Until it is on station, George Washington remains the deck in the fight, and the timetable for the swap is the fact the Navy has withheld.
The political clock in Washington
Trump has both threatened further strikes and, in recent remarks reported by WORLD, predicted a deal with Iran after November's midterm election. The carrier does not resolve that split. It keeps the option open through the election and past it. Caudle's August comment is the useful anchor, because it predates this week's commentary. The Navy named the ship, the theatre and the hull it would relieve, six weeks before Roosevelt left San Diego. What has been added since is the air wing's composition, the Bloomberg account of 10,000 extra sailors and Marines, and a public argument about whether the arrival makes two decks or three.
