Tamil Nadu will issue digital licences and RCs from 15 September
Chief Minister C. Joseph Vijay told the Assembly that drivers who pass the test can download a QR-coded licence the same day. New vehicle owners get a digital RC online. Chip cards by post now take a week to a month.

Tamil Nadu will let drivers and vehicle owners download digital driving licences and registration certificates from 15 September, Chief Minister C. Joseph Vijay told the Assembly on 2 September.
Applicants who pass the driving test will receive a digital licence the same day. Buyers of newly registered vehicles will be able to pull a digital RC from the internet after the registration is entered. Both documents will carry a QR code that government offices and authorised agencies can scan. If a copy is lost or damaged, the holder can download and print it again. The present chip-based cards, which cost Rs 250 and travel by post, take between a week and a month to arrive.
Anywhere licensing, in phases
Vijay also announced a phased 'Anywhere Registration/Licensing' system. A person will be able to complete licence and registration work at any Regional Transport Office in the state, not only at the office that first took the file. The chief minister presented the package as a way to cut delay, cut extra visits to RTOs, and reduce the room for informal payments that grow when a document sits in a dispatch bag.
The statement was made under Rule 110, a suo motu slot. That choice signals the government wants the change on the record of the House, not only in a department circular.
What the QR code does that the chip did not
A chip card still needs to be in the holder's wallet and still needs a reader. A QR code on a phone or a printout can be checked by any authorised scanner tied to the state database. The government says that will make counterfeit paper harder to pass. It will also create a new failure mode. If the database is down, or if a traffic constable's handset cannot read the code, the holder needs a fallback. The announcement did not spell out that fallback in the House.
Same-day issue after a driving test also changes the incentive inside the test centre. The current lag between passing and holding a card is where files stall. If the digital licence appears the same afternoon, the stall has to move somewhere else: the test slot itself, the medical certificate, or the learner's stage.
A state-level cut of a national problem
India already has DigiLocker and mParivahan copies of licences and RCs. Tamil Nadu is adding a state promise that the official first copy will be digital and immediate, with the physical chip card no longer the thing a new driver waits for. Other states will watch the September 15 start for two numbers: how many licences are actually generated on test day, and how many verification failures police log in the first month.
The policy is simple. The test is operational. If the download works on 15 September in Coimbatore as well as in Chennai, the week-to-month wait for a card becomes a closed chapter. If it works only in a few offices, the announcement will join the list of digital rollouts that existed on paper before they existed in the queue.
