Sobyanin says Ukraine sent more than 650 drones toward Moscow, and two people were killed

Moscow mayor Sergei Sobyanin said on Tuesday that Ukraine had launched more than 650 drones toward the capital overnight, and that most were shot down. Andrei Vorobyov, governor of the Moscow region that rings the city, said 185 drones were destroyed or brought down over his territory. He reported seven people injured there, and damage to 47 houses, four apartments and three cars. Two people were killed in the wider overnight attack, according to Vorobyov and Reuters' account of the regional tally. The figures do not match each other cleanly, because the mayor and the governor are counting different maps.
The 650 number is a launch claim, not a hit claim. Russian officials have used large interception counts through the war, and the gap between launched and struck is the point of the air-defence briefing. What changed on Tuesday was the reported damage inside the region, and a claim from war bloggers that a tank was hit at the Volodarskaya oil storage and distribution site, described by blogger Yuri Podolyaka as the largest in the Moscow region. Podolyaka and others also said, without evidence they published, that the raid was meant to reach the Moscow oil refinery in the southeast of the city, inside the ring road, and that air defence stopped that part of it. The refinery was last reported hit on 20 September, the main day of voting in Russia's parliamentary election.
Vorobyov's injury count of seven and the death count of two should be kept separate from the blogger claim about the oil tank. A destroyed house in a oblast settlement is a different event from a fire at a fuel depot. Reuters attributed the depot hit to Russian military bloggers, not to the governor's statement. If the tank fire is confirmed, it belongs with the long series of Ukrainian strikes on Russian fuel storage that have forced ad hoc repairs and local shortages. If it is not confirmed, the verified damage is the housing tally: 47 houses, four apartments, three cars, seven injured, two dead.
The scale Sobyanin named, above 650 drones, would put the night among the largest single launches toward the capital in the war, on his own accounting. He did not publish a type breakdown. Ukrainian long-range raids on the Moscow region have mixed one-way attack drones with decoys. A count of 650 can include both. The 185 brought down over the oblast, set against 650 launched toward the city, leaves several hundred unaccounted for in the two statements. Some of those will be in other regions' tallies. Some will be the mayor's "most shot down" line without a number. The two statements are not a single ledger.
The refinery detail is the part with a paper trail. The Moscow refinery has been struck more than once. A 20 September hit, on an election day, was the last dated strike before Tuesday's claim that defences held. A storage site at Volodarskaya is not the refinery. Hitting distribution tanks and missing the plant is a different operational result from hitting the crude unit. Bloggers asserted both a hit on the store and a miss on the plant. Only the housing damage has a named official behind it.
For the city, the practical consequence of a 650-drone night is the alert pattern and the morning commute, not the interception percentage. Sobyanin has issued these tallies often enough that the new information is the deaths and the depot claim, not the fact of a raid. Two killed and seven injured in the region is the civilian cost on the Russian side of Tuesday's ledger. Ukrainian authorities published their own overnight figures for Russian drones coming the other way, a separate attack with a separate count.
What can be checked next is narrow. Whether the Emergencies Ministry logs a fire at Volodarskaya. Whether the refinery's output figures move. And whether Vorobyov's 47 damaged houses are later revised, as regional damage counts often are after daylight surveys. The mayor's 650 is the claim. The two deaths are the fact he and the governor have attached to the night.
