Sobyanin counts 650 drones over Moscow as a depot fire is claimed at Volodarskaya
The mayor said more than 650 Ukrainian drones were launched toward the capital. Governor Andrei Vorobyov said 185 were brought down over the region, with two people killed and nine injured. Bloggers reported a fire at the Volodarskaya oil dispatch station. Transneft has not confirmed a tank loss.

Moscow Mayor Sergei Sobyanin said Ukraine launched more than 650 drones toward the capital overnight, and that air defences shot down most of them on distant approaches. Andrei Vorobyov, governor of the surrounding Moscow region, said 185 drones were destroyed or brought down over his territory. He said two people were killed and, in an updated count carried by Meduza, nine were injured. Forty-seven private houses, four apartments and three cars were damaged across seven municipalities.
The dead included a 20-year-old resident of Radumlya in the Solnechnogorsk district, Meduza reported from the governor's account. Other injuries were reported in Istra and in the Volokolamsk and Domodedovo districts, with three people in hospital. In Istra, ten private homes were damaged in Safontyevo, Torlopovo, Gorki and Yadromino, along with outbuildings and two cars. In Domodedovo a private home caught fire in Lobanovo and another was destroyed in Barybino.
The strike that changes the economics of the raid, if it is confirmed, is not the housing damage. Russian war blogger Yuri Podolyaka said an oil storage tank was hit at the Volodarskaya oil storage and distribution facility, which he described as the largest in the Moscow region. Ukrainian monitoring channels and the Telegram channel Astra posted photographs and video that they said showed a fire at the Volodarskaya linear production and dispatch station. Reuters attributed the depot claim to bloggers and did not carry a company confirmation from Transneft. Podolyaka and others also said, without evidence they displayed, that the raid was meant to hit the Moscow oil refinery in the southeast of the city, and that defences stopped that part of the attack. That refinery was hit on 20 September, the main day of voting in Russia's parliamentary election.
How to read a 650-drone figure
Sobyanin's 650 is a launch figure for the approach to the city and the region, not a count of impacts. Vorobyov's 185 is a count of drones he says were brought down over the region alone. The gap between those numbers is the work the mayor assigns to defences further out, plus any drones that fell short or were never in the regional total. Neither figure is a Ukrainian general staff release. Kyiv had not, in the reports available on Tuesday morning, published its own number for this raid.
Two deaths and nine injuries against a claimed wave of 650 is a low casualty rate for the size of the launch, and a high rate for a capital region that has spent two years thickening its air defence. The housing list is the part that does not depend on a blogger. Vorobyov named districts and, through the Meduza account, villages. That list can be checked against local emergency logs. The depot fire cannot, until Transneft or the regional emergency ministry confirms a tank breach and a volume lost.
Why the depot matters more than the drone count
Volodarskaya is a distribution node, not a refinery. A hit on a storage tank there, if the photographs hold, interrupts product moving toward the capital rather than crude moving out of a plant. The Moscow refinery has already been struck, including on 20 September. A second target class, the regional storage and dispatch station, would mean the raid was aimed at the last large tank farm before the city, not only at the plant inside the ring road.
Ukraine has said in recent days that it has taken out a large share of Russian refining capacity. That claim is a separate ledger from Tuesday's night over Moscow. What Tuesday adds is a mayor's launch figure, a governor's interception figure, two named deaths, a village-level damage list, and an unverified but photographed fire at the region's main oil dispatch station. The open question is whether Transneft reports a loss at Volodarskaya, and whether the Moscow refinery's September damage and a new storage hit start to show up in wholesale fuel allocations for the capital region.
