Satya Niketan PG collapse toll reaches 7 as Delhi hunts the owners

By Monday afternoon the death toll at Hostel Daze in Satya Niketan stood at seven. Twelve people had been pulled out of the rubble. Rescue crews from the National Disaster Response Force were still cutting through a stack of floors that had dropped onto one another shortly after 1.30 p.m. on Sunday, 6 September.

The building sat on about 55 square yards in a resettlement colony laid out by the Delhi Development Authority in 1968. Municipal records, according to MCD officials speaking on Monday, allowed only a ground-plus-one structure. What stood there was ground plus four, run as a boys' paying guest house a short walk from Delhi University's South Campus. Locals said a fifth floor had been added. Repair work was under way in the basement when the walls gave way.

Police registered a first information report at the South Campus station under Bharatiya Nyaya Sanhita sections 105, 290 and 125-A: culpable homicide not amounting to murder, negligent work on a building, and an act endangering life. They named Hari Ram Bansal, also called Hariram, as the owner. Two brothers, Anand Bansal and Azad Bansal, appear in ownership inquiries. All three are listed as Gurugram residents. A lookout circular went out against Hari Ram. Ten police teams, each led by an additional deputy commissioner, searched addresses in Delhi, Haryana and Uttar Pradesh. Some reports on Monday said he had been detained in Bhiwadi, Rajasthan. Other police briefings still described him as untraced. The two versions had not been reconciled by mid-afternoon.

Chief Minister Rekha Gupta visited the lane on Sunday evening and ordered a magisterial inquiry. She told officers to file the FIR against the owner. On Monday the Municipal Corporation of Delhi suspended five officials and announced that illegal buildings with more than four floors would be sealed at once. It also served a three-day demolition notice on property number 13, next to the collapsed property number 14, under sections 348 and 491 of the Delhi Municipal Corporation Act, 1957. A girls' PG nearby had already been emptied and its tenants moved to a community hall.

Satya Niketan is a tight trapezium between Ring Road, San Martin Marg and Nanakpura. DDA plotted it under the Jhuggi Jhopri Removal scheme with plots of roughly 40 square metres. South Campus arrived in the 1970s and shifted to its present site near Dhaula Kuan in the 1980s. Seven colleges sit around that campus. Only two run hostels of any size: Sri Venkateswara College has about 175 seats, Maitreyi College 27. Delhi University's 2024-25 annual report counted more than 2.45 lakh regular students and 18 university-run hostels. A hostel seat is not guaranteed. That arithmetic made Satya Niketan the default address for outstation students who want to walk to class and to the Durgabai Deshmukh South Campus metro station.

More than 200 paying guest houses now occupy the colony. Rents of Rs 15,000 for a small room are common. Hostel Daze advertised itself as affordable, comfortable and safe, steps from Sri Venkateswara, Aryabhatta and Motilal Nehru. Students who lived on the same streets described water that made people ill and tiffin kitchens that did the same. Some said the collapsed building had been emptied the previous year because it was unsafe, then allowed to reopen as a PG.

Rain had collected in the basement in the days before the fall. Whether that water, the extra floors, or the basement work triggered the pancake collapse is the question the magisterial inquiry and the police case now have to answer. MCD has promised a sealing drive across the neighbourhood. The practical test is whether a civic body that signed off on a G+4 house on a G+1 plot can now police two hundred similar buildings before the next semester fills them again.

One of the dead has been named as Yuvraj, a student. Identification of the others is proceeding through documents recovered from the debris. Families waiting at the cordon on Monday were still being told that search work would continue into a second night.
