Satya Niketan PG collapse kills seven; Delhi suspends five MCD officers

A five-storey paying-guest building in Satya Niketan collapsed at about 1.30 p.m. on Sunday while repair work was under way in the basement. By Monday afternoon the death toll stood at seven. Delhi's government had suspended five Municipal Corporation officers. Police had registered a case against the owner, Hari Ram Bansal of Gurugram, and others.

The house stood on a 55-square-yard plot in a resettlement colony opposite Sri Venkateswara College, near Delhi University's South Campus. It was about 50 years old. The ground floor and basement were being renovated. The building had been leased to a boys' hostel that operated under the name Hostel Daze.

Delhi Fire Service deputy chief A.K. Malik said the first call came at 1.23 p.m. Crews reached the site at 1.33 p.m. National Disaster Response Force, State Disaster Response Force, ITBP, Delhi Police and the Delhi Disaster Management Authority worked through the night. CCTV from a shop across the street recorded the facade coming down and a shopkeeper running clear.

The hospital count

AIIMS said the JPN Apex Trauma Centre received patients from the site through Sunday and Monday. An early AIIMS note listed 11 arrivals: five brought dead, one who later died, three admitted, one who had limb surgery, and one discharged after a minor injury. A later compilation put 12 people pulled from the debris, seven of them dead. Among those named in hospital updates were Asgar Ali, Neeraj Bawa and Aditya Kumat, listed as critical, with Krishna discharged and Nitish Chib described as stable.

Southwest Delhi Deputy Commissioner of Police Surender Chaudhary confirmed the rising toll as overnight rescue continued. One more person brought out after dark was declared dead on arrival, which took the official count from five to six before Monday's seventh death.

How many students were inside when the walls went is still not a settled figure. Some police updates spoke of 11 rescued. Other accounts on Sunday night put 30 to 50 people unaccounted for. That range is a fact of the first 24 hours, not a final census. Identification of the dead was still in progress on Monday.

Who is being held to account

The FIR cites Sections 105, 290 and 125(a) of the Bharatiya Nyaya Sanhita against Bansal and others. Police said they were tracing people connected to the works. Chief Minister Rekha Gupta visited the site on Sunday evening and ordered a magisterial inquiry. She said those found guilty would not be spared.

On Monday the Delhi government suspended five MCD officers: the deputy commissioner, the superintending engineer, the executive engineer, the assistant engineer and the junior engineer. The suspensions answer a narrower question than the inquiry. They record that the civic chain that was supposed to watch a 50-year-old five-storey PG on a 55-yard plot did not stop basement work before the building fell.

Satya Niketan is a dense student quarter. South Campus colleges feed a market in private hostels and paying-guest rooms that often occupy old plots pushed past their original load. Three months earlier a fire at a South Delhi bed-and-breakfast killed 29 people. Sunday's collapse sits in that same housing stock.

Opposition leaders asked why the building was allowed to take students while the basement was being cut. The answer, for now, is the FIR, the five suspensions, and a magisterial file that has not yet been written. The rubble opposite Sri Venkateswara College is the part that does not wait for the file.
