Four people are dead after the five-storey paying-guest block known as Hostel Daze came down in Satya Niketan at about 1:30 p.m. on Sunday, Delhi Police said in the evening. An FIR will be registered shortly. Raids to find the people police describe as accused were already running. Eight people had been pulled from the debris by late afternoon. Five of the injured were listed as critical.
Two of those brought to the AIIMS Trauma Centre were declared dead on arrival. A third died in treatment. The fourth death was confirmed in the evening police briefing. Seven injured went to AIIMS Trauma Centre and one to Safdarjung Hospital, according to the hospital count that sat beside the police tally. Chief Minister Rekha Gupta went to AIIMS to see the rescued and told reporters she would spare no one. Prime Minister Narendra Modi called the collapse distressing and offered condolences. Home Minister Amit Shah spoke to Gupta and to senior officials. Union Health Minister J. P. Nadda promised support.
The PCR call reached South Campus police station at 1:33 or 1:34 p.m., depending on the log cited. Eight fire tenders and NDRF, DDMA, MCD, CATS and Civil Defence teams followed. An adjoining building also came down, witnesses said. Locals estimated 35 to 60 students could have been inside. Police would not confirm a trapped figure. Officers said they were taking calls from people still under the slab and were trying to keep those lines open.
The working account from police, after a local enquiry, is that the block was 40 to 50 years old, used as a boys' PG near Delhi University's South Campus, and under basement repair when it failed. A resident told ANI the basement had taken rainwater and that the house had been built when the colony first went up, without the columns a later code would demand. Local resident Rajen Chhetri, who works with Delhi Police, said the building had about 15 rooms with two or three students in each. Some students, another resident told PTI, were asleep when the structure went.
MCD sealed an adjoining building. Gupta said a case against the owner was on the way. The collapse is now a criminal file as well as a rescue. That shift matters for every old PG in the South Campus belt. Satya Niketan, Moti Bagh and the lanes around Shiv Mandir sell cheap rooms to students who cannot get university hostels. Many of those rooms sit in houses that have added floors and basements without a paper trail that would survive an MCD audit.
A student recorded a video from under the rubble that circulated on Sunday night. Rescue crews were still cutting and lifting after dark. The official missing number had not been closed. Until it is, the death toll of four is a floor, not a ceiling. The basement-and-rain explanation is the one police are using. The FIR will have to name a duty holder: owner, contractor, or both. That document is the next hard fact in a story that began as a search and is now a prosecution.
