Sachin Pilot takes Congress charge of Punjab as Baghel is moved to Assam
Mallikarjun Kharge and K.C. Venugopal announced the change on 5 September after weeks of fighting between Charanjit Singh Channi and Amrinder Singh Raja Warring. Randeep Singh Surjewala adds Gujarat to Karnataka. Sukhdeo Bhagat, Sirivella Prasad and P.V. Mohan take Chhattisgarh, Maharashtra and Andhra Pradesh.

The Congress replaced Bhupesh Baghel with Sachin Pilot as All India Congress Committee general secretary in charge of Punjab on 5 September. The announcement came from party president Mallikarjun Kharge through general secretary (organisation) K.C. Venugopal. Punjab votes early in 2027. The state unit has spent weeks in a public fight between former chief minister Charanjit Singh Channi and Pradesh Congress Committee chief Amrinder Singh Raja Warring.
Baghel, a former Chhattisgarh chief minister, goes to Assam in the same rank. He replaces Jitendra Singh as the Assam in-charge. Pilot leaves the Chhattisgarh brief. Sukhdeo Bhagat, the Lohardaga MP from Jharkhand, takes that state. Randeep Singh Surjewala becomes general secretary in charge of Gujarat and keeps Karnataka. Mukul Wasnik steps off the Gujarat file but stays an AICC general secretary.
Sirivella Prasad takes Maharashtra from Keralam home minister Ramesh Chennithala. Karnataka MLC P.V. Mohan takes Andhra Pradesh from Manickam Tagore, who is now Tamil Nadu Congress president. Three general secretaries received new states. Three others were dropped from those files.
Channi had been made chairman of the Punjab campaign committee. Warring kept the PCC post. The two camps did not settle. Channi welcomed the high command's decision. Warring thanked Baghel as a guide and mentor and accepted the change. Those two statements, issued the same day, are the closest the state unit has come to a joint line in weeks.
Pilot was a senior observer for the Congress-led United Democratic Front in Kerala, where that alliance won. The high command is treating that run as proof he can sit between factions without becoming one of them. He is a former Rajasthan deputy chief minister and has been the party's Chhattisgarh in-charge. Punjab is a harder brief. The Aam Aadmi Party holds the state. The Shiromani Akali Dal is trying to recover. The Congress has to decide whether Channi or Warring, or neither, leads the 2027 ticket.
Surjewala's double charge is a reward for the Karnataka transition in which Siddaramaiah handed the chief minister's post to D.K. Shivakumar. Gujarat votes later in 2027. The Congress has not won that state since 1985. Putting Surjewala there while leaving Wasnik inside the AICC is a way to change the state file without a public sacking.
Baghel's move to Assam is the other half of the same logic. Assam is a long grind for the Congress against the Bharatiya Janata Party. Sending a former chief minister signals that the party wants a heavy presence there. It also removes him from a Punjab quarrel he could not close.
The timing sits next to another central decision. The Union government on the same weekend advanced Census 2027 enumeration in Punjab, Uttar Pradesh, Goa and non-snow-bound Uttarakhand so the count finishes before those assemblies go to the polls. Party in-charges in those states will spend the winter arguing about rolls, caste columns and campaign dates at the same time.
Venugopal's note said the appointments take effect immediately. That matters in Punjab, where every week of silence between Channi and Warring has been filled by leaks. Pilot's first job is not a manifesto. It is to make the two men appear on one stage without a correction the next morning.
