RVNL joins 10.847 km of Escape Tunnel-1 on the Rishikesh–Karnaprayag line
The 11 September breakthrough is the project’s 41st. The 125 km broad-gauge line is budgeted at about Rs 37,000 crore, with 16 main tunnels and 12 escape tunnels. About 101 km of the 104 km main-line bore is already done.

Rail Vikas Nigam Limited completed the last heading on Escape Tunnel-1 of the Rishikesh–Karnaprayag broad-gauge project on 11 September. The bore is 10.847 kilometres long, the second-longest tunnel on the line, and the 41st tunnel breakthrough on the job. Five more breakthroughs are scheduled in the next year.
The line itself is 125 kilometres. It was sanctioned in the 2010-11 Union Budget and is now estimated at about Rs 37,000 crore. It runs from Yog Nagari Rishikesh in the foothills to Karnaprayag in Garhwal, through Dehradun, Tehri Garhwal, Pauri Garhwal, Rudraprayag and Chamoli. Devprayag, Srinagar and Rudraprayag sit on the alignment. The political purpose is Char Dham access. The engineering purpose is to put most of that access underground.
About 80 to 85 percent of the route is in tunnel: 16 main-line tunnels totalling about 104 kilometres and 12 escape tunnels totalling about 98 kilometres. There are 19 important and major bridges. As of the railways’ July 2026 update, 101 kilometres of the main-line bore and more than 95 kilometres of the escape tunnels were complete. Overall progress is about 78 percent. Full completion is still dated December 2029, with a shorter stretch to Byasi due earlier.
Escape tunnels are not a flourish. Himalayan main-line bores this long need a parallel walkway so that a train caught by fire or a collapse has a second way out. Escape Tunnel-1 running the full 10.847 kilometres means the matching main bore can be finished to a standard the safety case will accept. RVNL used eight adits, side headings driven in from the hillside, to put more faces on the clock at once.
The geology is the reason the job is slow and expensive. The alignment sits close to the Main Boundary Thrust. Railway statements describe thick mylonite zones, rock that has already been ground by the fault and does not stand up like sound Himalayan quartzite. That is why a 10.8 kilometre escape heading counts as a result rather than a routine ring of the TBM clock.
For passengers the line will cut the road climb that now ties Rishikesh to Karnaprayag to a bus or a car on National Highway 7, a route that closes in slips and in monsoon weeks. For the contractor the remaining work is the last three kilometres of main-line tunnel, a handful of escape headings, the bridges, and the slab track and overhead that turn a hole in the mountain into a railway. Five breakthroughs in twelve months is the pace RVNL has now put on paper.
The project has been in the pipeline for sixteen years. What changed this week is a single number: 10.847 kilometres of escape tunnel standing as one connected heading. That is the piece a safety inspector can walk. Until the last five headings come in, it is still a construction railway. After they come in, the argument moves from geology to the 2029 date.
