Scale of the Attack
Nizhny Novgorod Governor Gleb Nikitin stated that air defenses destroyed more than 100 drones in an overnight attack on November 1. He reported significant damage to an industrial enterprise in the Kstovo district. Initial reports indicated no casualties. A later update said falling drone debris injured a woman in a car; she received hospital treatment and was released with no life-threatening injuries.
Telegram channels that monitor the war reported that the target was the Kstovo oil refinery, also known as Lukoil-Nizhegorodnefteorgsintez, one of Russia's larger facilities for diesel and aviation fuel production. Nikitin did not identify the damaged site by name. Residents reported hearing explosions, and some outlets described a major fire at the refinery complex.
Official Response
The Investigative Committee of Russia attributed the attack to Ukrainian armed formations and opened a criminal case under the terrorism statute. Nikitin warned of possible temporary power cuts and reduced hot water and heating supplies in parts of the residential utility network while restoration work continues.
The incident fits a pattern of long-range drone strikes on Russian energy and industrial sites. Ukrainian officials have not issued a public claim of responsibility for this specific attack. Russian air defenses have reported intercepting large numbers of drones in multiple regions on recent nights.
Implications for Local Operations
Any sustained damage to refining capacity at Kstovo would affect production of refined products used both domestically and for export. Full assessment of the damage will depend on subsequent official statements and satellite or on-site observations. Emergency crews were working at the site as of the governor's updates on November 1.
Power and heating disruptions, if they materialize, would affect residential users in the district while repairs proceed. Further Ukrainian strikes on energy infrastructure remain a stated objective of Kyiv's campaign against Russian military logistics.
