Russia resumes strikes on Kyiv after the three-day pause for Witkoff and Kushner

Russia hit Kyiv with drones and missiles in the early hours of Tuesday, 8 September, ending a three-day pause that had covered the visit of US envoys Steve Witkoff and Jared Kushner. Mayor Vitali Klitschko said two people were killed and at least ten wounded. Interior Minister Ivan Vyhivskyi put the wounded in the city at 16. Reports through the morning did not agree on the death toll. Reuters quoted Klitschko later as saying three had died. Meduza and the Financial Times stayed with two dead and ten injured, two of them in serious condition.

Officials listed damage at least 14 high-rise buildings, a dormitory, a school, a clinic, warehouses and other sites across six districts. Falling debris set fire to a five-storey apartment block and a three-storey residential building in one district. EU ambassador Katarina Mathernova wrote that Kyiv was exploding and burning. President Volodymyr Zelenskyy called the raid a complex strike designed to cause as much harm to life as possible. The attack also reached the Odesa region and the Black Sea port of Chornomorsk.

The Ukrainian Air Force said the raid mixed ballistic and cruise missiles with jet-powered drones, which are harder to intercept than the slower propeller models used earlier in the war. Telegram channels that track air alerts described dozens of incoming weapons. Ukraine again asked allies for interceptor missiles. Stocks of the systems that can catch ballistic missiles have been the binding constraint on Kyiv’s air defence for months. Winter energy infrastructure is the next obvious target once the pause theatre ends.

The pause itself was narrow. Ukraine first said it would not attack Moscow while the envoys travelled. Vladimir Putin then agreed on Saturday not to attack Kyiv for three days. Witkoff and Kushner saw Putin in Moscow and Zelenskyy in Kyiv over the weekend. They left the Ukrainian capital on Sunday. Kushner told a Kyiv press conference that the United States had put forward new ideas on how to end the war and did not list them. By Tuesday morning the ideas sat under a new crater pattern.

The Russian defence ministry, quoted by Russian agencies, said Moscow had launched a massive strike on drone production and storage sites and logistics centres in and around Kyiv, and on the port of Odesa. That language is standard. The damaged list published in Kyiv includes a school and a clinic. Both things can be true in a city where workshops sit inside civilian blocks. Neither claim has been independently mapped building by building.

The war is in its fifth year. The Trump administration has sent the president’s special envoy and his son-in-law to restart talks that have not produced a ceasefire beyond those three days. Zelenskyy said after the weekend that the fighting is likely to run into winter. EU foreign policy chief Kaja Kallas said Europe should not give without getting anything in return in any future settlement. Sergey Lavrov said on Tuesday that Trump considers the question of Ukraine joining NATO closed. Those sentences do not stop a missile.

What Tuesday adds is a measurement of the pause. It lasted long enough for two American visitors to land, meet, speak and leave. It did not last into the next working week. Residents who had three quieter nights now have a new debris field and a reminder that diplomatic calendars and air-raid calendars are not the same document. The next test is whether interceptor stocks, not communiqués, can cover the city once the heating season starts.

Klitschko’s office will revise the casualty list as hospitals finish their counts. The school and the clinic will be photographed. The defence ministry in Moscow will keep calling the targets military. The envoys will brief Washington. The useful fact for anyone watching the talks is simpler. The first Russian barrage after the visitors left killed people in the capital they had just toured. That is the record the next round has to work from.
